SUBJECT: Right-of-Way Acquisition for Travers Creek Bridge Replacement Project on Lincoln Avenue - Federal Project No. BRLO-5942(226)
RECOMMENDED ACTION:
TITLE
Accept Easement Deed and authorize the Chairman to execute the Right-of-Way Contract to facilitate the Travers Creek Bridge Replacement on Lincoln Avenue, Federal Project No. BRLO-5942(226), for a total monetary consideration of $11,500.
REPORT
Approval of the recommended action will authorize the purchase of additional right-of-way required to facilitate the replacement of an existing structurally deficient two-lane bridge on Lincoln Avenue, as shown on Exhibit A. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
Your Board may reject the purchase of this right-of-way; however, this would prevent the County from obtaining the necessary right-of-way to proceed with the project. If the necessary right-of-way is not acquired, the project will be cancelled and all funds received for the project would have to be returned to the Federal Highway Administration.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The project is eligible for reimbursement under the Federal Highway Bridge Program (HBP). The HBP program will provide 100% of funds for right-of-way acquisition for this project. A check will be issued from the Road Fund payable to the individual grantor listed below. Sufficient appropriations for this project are included in the Department of Public Works and Planning - Roads Org 4510 FY 2018-19 Adopted Budget.
Listed below is the grantor(s), mailing address, amount for this parcel, and the basis of the compensation associated with the subject parcel:
• Parcel 4 (APN: 373-310-18) - Salvador Gonzalez, 22433 E. Lincoln Avenue, Reedley, CA 93654 - $11,500. This payment is for a 0.113-acre road easement, spreading plants-ground cover, three trees, and severance damages to the remainder, if any.
Of the total compensation authorized pursuant to the recommended action, all $11,500 is for a permanent roadway easement.
DISCUSSION:
The proposed project would allow replacement of the existing structurally deficient wooden two-lane Travers Creek Bridge on Lincoln Avenue with a new, two-lane concrete slab bridge that meets current standards. The project will require work within the water channel.
Construction is anticipated to commence in the spring of 2020.
