SUBJECT:                     Right-of-Way Acquisition for Travers Creek Bridge Replacement Project on Parlier Avenue - Federal Project No. BRLO-5942(227)

 

RECOMMENDED ACTION(S):

TITLE

Accept Easement Deeds and authorize the Chairman to execute the Right-of-Way Contracts and Grade Match for Driveway Modification to facilitate the Travers Creek Bridge Replacement on Parlier Avenue, Federal Project No. BRLO-5942(227), for a total monetary consideration of $7,400. 

REPORT

Approval of the recommended action will authorize the purchase of additional right-of-way required to facilitate the replacement of an existing structurally deficient two-lane bridge on Parlier Avenue, as shown on Exhibit A.  This item pertains to a location in District 4.

 

ALTERNATIVE ACTION(S):

 

Your Board may reject the purchase of this right-of-way; however, this would prevent the County from obtaining the necessary right-of-way to proceed with the project.  If the necessary right-of-way is not acquired, the project will be cancelled and all funds received for the project would have to be returned to the Federal Highway Administration.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The project is eligible for 100% reimbursement under the Federal Highway Bridge Program (HBP) along with toll credits, which are allocated to local agencies by the California Department of Transportation (Caltrans) to be used in lieu of matching funds the agency would otherwise have to pay on Federally-funded transportation projects.  Checks will be issued from Road Fund 0010, payable to the individual grantor(s) listed below.  Sufficient appropriations for this project are included in the Department of Public Works and Planning - Roads Org 4510 FY 2018-19 Adopted Budget.   

 

Listed below are the owners, mailing addresses, amounts for the parcels, and the basis of the compensation associated with the subject parcel:

 

                     Parcel 2 (APN: 373-340-10) - Wendy A. Martinez, 21502 E. Parlier Avenue, Reedley, CA 93654 - $2,700.  This payment is for a 0.082-acre bridge easement, 222 square feet of asphalt drive, grape vines, and severance damages to the remainder, if any.

 

 

                     Parcel 3 (APN: 373-350-06) - Maria Lourdes Chavez, 21407 E. Parlier Avenue, Reedley, CA 93654 - $4,700. This payment is for a 0.067-acre bridge easement, 194 linear feet of climb wire fence, one large tree, and severance damages to the remainder, if any.

 

Of the total compensation authorized pursuant to the recommended action, all $7,400 is for a permanent bridge easement.

 

DISCUSSION:

 

The proposed project would allow replacement  of the existing structurally deficient concrete slab two-lane Travers Creek Bridge on Parlier Avenue with a new two-lane concrete slab bridge that meets current standards. The bridge is 0.5 miles east of S. Englehart Avenue and 0.5 miles west of S. Alta Avenue. The existing bridge is approximately 28 feet long and 21 feet wide from curb to curb and will be replaced with a two-lane concrete box culvert approximately 52 feet long and 49 feet wide from curb to curb.

 

Construction is anticipated to commence in the spring of 2019.
