RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Program Supplement Agreement No. F288 to Administering Agency-State Master Agreement for Federal Project Aid No. 06-5942F15 with the California Department of Transportation, Federal Project No. ER-32LO(468) Auberry Road Shoulder Restoration ($87,000).

REPORT

Approval of the recommended action would authorize the Chairman to execute a Program Supplement Agreement (PSA) with the California Department of Transportation (Caltrans) to allow reimbursement of project costs with Federal funds.  The project consists of emergency road repair work.  This item pertains to a location in District 5.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. If your Board does not approve the recommended agreement, it will result in the de-obligation of funding.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The total cost of the project was $87,000.  Approval of the recommended action will allow for reimbursement of all project costs, including staff, equipment, and materials, from the Federal Highway Administration (FHWA) Emergency Relief (ER) Program.  Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Roads - Org 4510 FY 2018-19 Adopted Budget.

 

DISCUSSION:

 

Fresno County and Caltrans entered into Administering Agency - State Master Agreement No. 06-5942F15 for Federal Aid projects, approved by the Board of Supervisors on September 13, 2016, as Agreement No. 16-561.  The PSA amends the Master Agreement to designate the County as the Administering Agency for each project, identifies the amount of Federal funds requested and available to the County, and provides a basis for Caltrans to reimburse the County for expenditures incurred during the project.  As the Administering Agency the County will conform to all regulations and procedures relating to Federal aid program.

 

Under the ER Program, FHWA allocates $100 Million for emergency repair work, which must be completed within 180 days after the disaster occurs. During winter of 2017, strong rains damaged many roadways in the County.  The Auberry Road Shoulder Restoration project consists, in general, of restoring a 425-foot long shoulder on the north side of Auberry Road, which had been washed away.  Due to the hazardous conditions, immediate remedy was required.  The project was constructed and emergency funds were requested from the ER Program to reimburse the County for the cost of the restoration, which was completed in February 2017.
