SUBJECT:                     Budget Resolution for American Avenue Disposal Site Enterprise Fund

 

RECOMMENDED ACTION(S):

TITLE

Adopt Budget Resolution increasing FY 2018-19 appropriations for American Avenue Disposal Site Org 9026 in the amount of $9,000 using available retained earnings, to upgrade scalehouse software system (4/5 vote).

REPORT

Approval of the recommended action will increase FY 2018-19 appropriations for American Avenue Disposal Site (AADS) Enterprise Org 9026 in the amount of $9,000 to pay a portion of the costs to upgrade the scalehouse software system to a newer version that will continue to be supported by the developer, CompuWeigh.  The software system processes transactions at the scalehouse and provides data for State-mandated reports.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The AADS is maintained through the AADS Enterprise Fund 0700. The cost of the software system upgrade is $65,737.  The resolution will provide for final payment of $9,000 using AADS Enterprise Fund 0700 available retained earnings to upgrade the scalehouse software system to a newer version.  Approval of the recommended action will increase appropriations in the Department of Public Works and Planning - American Avenue Disposal Site Org 9026.

 

DISCUSSION:

 

The County owns and operates the AADS, which is located approximately 26 miles west of Fresno on American Avenue in the City of Kerman. Since December 14, 2010, the County has processed all transactions at AADS on CompuWeigh by Paradigm Software, L.L.C., a scalehouse software system. A couple of years ago, Paradigm informed the County that an upgrade to CompuWeigh 6 would be necessary, as Paradigm would no longer be providing maintenance and support to earlier versions.

 

On January 23, 2018, the Internal Services Department - Purchasing Division (ISD - Purchasing) issued Purchase Order No. M02-0000018189 that provided for partial payments to Paradigm as various milestones were reached. It was anticipated that the entire project would be completed and invoiced before the close of FY 2017-18.

 

The upgrade to CompuWeigh 6 is now complete and the final invoice has been submitted for payment. However, the Purchase Order was closed on July 16, 2018 in accordance with year-end closing instructions provided by ISD - Purchasing and there are insufficient funds in the AADS Org 9026 FY 2018-19 Adopted Budget to pay the remaining invoice.

 

With your Board’s approval of the recommended action, the Department will be able to process partial payment of the remaining invoice for the software system upgrade using available retained earnings from Enterprise Fund 0700.
