SUBJECT: Agreements for Neighborhood Resource Center Services
RECOMMENDED ACTION:
TITLE
Approve and authorize the Chairman to execute four Agreements with the following agencies for the provision of Neighborhood Resource Center Services, effective upon execution, not to exceed approximately five consecutive years, which includes a two-year and nine-month base contract and two optional one-year extensions, total not to exceed $4,180,000.

REPORT
Approval of the recommended action will provide community-based child abuse prevention services to children and families in metro and rural areas of Fresno County through the provision of Neighborhood Resource Center (NRC) services. NRCs support families in need to improve family functioning and reduce the likelihood of child abuse and neglect. The cost of these services will be financed with Child Welfare funds, with no increase in Net County Cost. This item is countywide.
ALTERNATIVE ACTION(S):
There are no viable alternative actions. Should the recommended action not be approved, children/families in areas of highest need will not have access to services through NRCs.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Total maximum cost for the Agreements ($4,180,000) will be funded with Child Welfare trust funds. Sufficient appropriations are included in the Department's FY 2018-19 Adopted Budget Org 5610, and will be included in subsequent annual budgets.
DISCUSSION:
On September 13, 2016, the Department presented to your Board a strategic plan to address child abuse prevention services in Fresno County through the support and expansion of NRCs. Consistent with this plan, on March 7, 2017 your Board approved agreements with local community-based organizations for the provision of NRC services at six sites in rural and metro Fresno County. To further strengthen the NRC infrastructure, the Department seeks to expand NRC sites to other areas in the County.
On May 14, 2018, Request for Proposal (RFP) #18-050 for NRC services was sent to 116 potential bidders. The RFP sought to fund one vendor in five specific areas in Fresno County identified as higher risk areas for abuse or neglect. Seven proposals were received by the closing date. A four-member review committee was established comprised of representatives from the Departments of Social Services and Public Health and a non-profit organization. All proposals were reviewed and ranked, based on response quality, proposed services and costs.
Proposals were received for all five requested areas. The review committee unanimously selected four proposals for the provision of services at four sites, however, did not recommend a proposal for the final site located in the zip code area 93722. The Department will further assess how to procure services in this area and may return to the Board with an associated item.
Approval of the recommended Agreements will expand services for child abuse prevention, intervention, and treatment for children and families in Fresno County through four NRCs. Two NRCs will be located in the Fresno zip code areas of 93705 and 93727, two in the rural areas of Reedley and Kerman. Each NRC will provide a variety of family-centered services specific to their community. This may include parenting education, counseling, domestic violence prevention, food or other concrete supports, case management and referrals to other services.
The recommended Agreements are effective upon execution through June 30, 2021 and include the option to be extended for two additional twelve-month periods at the same terms and conditions unless either party gives a 30-day advance written notice of non-renewal.
