SUBJECT:                     Resolution to accept monetary donations from Anthem Blue Cross, Health Net on behalf of CalViva Health and Valley Children’s Hospital

 

RECOMMENDED ACTION(S):

TITLE

Adopt Resolution accepting and expressing gratitude for monetary donations of $750 per agency, totaling $2,250, to purchase food and beverages for suicide risks training conferences for primary care physicians, from Anthem Blue Cross, Health Net on behalf of CalViva Health and Valley Children’s Hospital.

REPORT

The recommended action is required to satisfy the reporting requirements under Management Directive Chapter 762.11, for donations less than $7,500 in value, and Chapter 762.12, for donations to be presented at the Board meeting, which will allow the Department of Behavioral Health (DBH) to accept the total donations in the amount of $2,250 from Anthem Blue Cross (Anthem), Health Net on behalf of CalViva Health (CalViva) and Valley Children’s Hospital (Children’s Hospital). The donations will be used to purchase food and beverages for the suicide risks training conferences, with the intention to increase attendance.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose to not accept the donation, which will result in DBH not being able to provide food and beverages at the trainings, which may result in lower attendance by primary care physicians to learn tools to increase their ability to recognize, treat and refer patients at risk for suicide to appropriate services.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. Sufficient appropriations and estimated revenues are available in the Behavioral Health Org 5630 FY 2018-19 Adopted Budget.

 

DISCUSSION:

 

The Department of Behavioral Health, in partnership with the Health Care Work Group of the Fresno County Suicide Prevention Collaborative, will host two conferences in November 2018; "Training on Recognizing Signs of Risk for Primary Care Physicians" on November 11th and Recognition and Response of Suicide Risks (RRSR) Train-the-Trainers conference on November 12th. Both events are intended to improve behavioral health care to residents of Fresno County by providing education to physicians that will increase their ability to recognize, treat and refer patients at risk for suicide to appropriate services. These trainings are consistent with the goals of Fresno County Suicide Prevention Plan.

 

Anthem Blue Cross, Health Net on behalf of CalViva Health and Valley Children’s Hospital are making donations in the amount of $750 each, totaling $2,250, toward the purchase of food and beverages for these training events, which is intended to encourage and attract attendance at the conference.

 

DONOR DISCLOSURES:

 

To satisfy reporting requirements under Administrative Policy 60 for donations less than $7,500 in value, the following is provided:

 

Health Net / CalViva Health:

                     Fresno County has Memoranda of Understanding (MOUs) with CalViva, a local managed care plan, pursuant to Title 9, for the coordination of specialty mental health, substance use treatment and/or public health services to Medi-Cal beneficiaries enrolled with CalViva. Health Net is not a County contractor. Health Net is a contracted provider for Medi-Cal managed care services of CalViva Health,

                     Neither Health Net nor CalViva has bid on a County contract within the last 12 months.

                     Neither Health Net nor CalViva intend to bid on a County contract within the next 12 months.

                     Health Net, on behalf of CalViva, has provided a monetary donation of $750 to purchase food and beverages for two suicide risks trainings for primary care physicians.

 

Anthem Blue Cross:

                     Fresno County has MOUs with Anthem Blue Cross, a local managed care plan, pursuant to Title 9, for the coordination of specialty mental health, substance use treatment and/or public health services to Medi-Cal beneficiaries enrolled with Anthem.

                     Anthem has not bid on a County contract within the last 12 monhts.

                     Anthem does not intend to bid on a County contract whitin the next 12 months.

                     Anthem has provided a monetary donation of $750 to purchase food and beverages for two suicide risks trainings for primary care physicians.

 

Valley Children’s Hospital:

                     Children’s Hospital is not a County contractor or principal in a business, agency, or organization providing contracted services with the County.

                     Children’s Hospital has not bid on a County contract within the last 12 months.

                     Children’s Hospital does not intend to bid on a County contract within the next 12 months.

                     Children’s Hospital has provided a monetary donation of $750 to purchase food and beverages for two suicide risks trainings for primary care physicians.
