SUBJECT: Resolution to accept a monetary donation from the Foundation for Fresno County Public Library
RECOMMENDED ACTION(S):
TITLE
1. Adopt Resolution accepting and expressing gratitude for a monetary donation of $13,500 from the Foundation to support costs associated with the Fresno County Public Library’s Digibus; and
2. Adopt Budget Resolution increasing the FY 2018-19 appropriations and estimated revenues for the County Library Book Fund Org 7521 in the amount of $13,500 (4/5 vote).
REPORT
There is no Net County Cost associated with the recommended actions. The first recommended action is required to satisfy the reporting requirements under Chapter 762.12 of the CAO Management Directives for donations greater than $7,500 in value. Approval of the recommended actions will allow the Fresno County Public Library to accept the donation of $13,500, which is restricted to support costs associated with the Digibus from the Foundation for the Fresno County Public Library. The impact of the donation will be countywide.
ALTERNATIVE ACTION(S):
Your Board may choose to not accept the donation, which will result in funds not being allocated for the Library’s Digibus.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions. Approval of the second recommended action will increase the FY 2018-19 appropriations and estimated revenues for the County Library Book Fund Org 7521 in the amount of $13,500. The $13,500 is restricted to support costs associated with the Library’s Digibus.
DISCUSSION:
The Foundation for Fresno County Public Library was established as a non-profit charitable organization in 2012. It purpose is to raise money to supplement, not supplant, public funding for the Library. The mission of the Foundation for the Fresno County Public Library is to support everyone in the community by enriching public libraries. Through fundraising for the Library, the Foundation for Fresno County Public Library provides funding for new facilities, capital improvements, special collections, materials, and programs for youth and adults.
The Foundation for Fresno County Public Library has successfully raised capital restricted for maintenance of the Digibus. The Digibus is the Library’s computer lab on wheels that provides Internet access, job preparedness classes, Wi-Fi access, and other resources for Fresno County residents. The Digibus visits several areas throughout Fresno County on a weekly basis.
The Library received the donation check in the amount of $13,500 on September 21, 2018 from the Foundation. Upon your Board’s approval of the recommended actions, the Library will accept the donation.
DONOR DISCLOSURES:
To satisfy reporting requirements under Administrative Policy 30 for donations greater than $7,500 in value, the following is provided:
• The Foundation for the Fresno County Public Library is not a County contractor or principal in a business, agency or organization providing contracted services within the County.
• The Foundation for the Fresno County Public Library is not a contractor that has bid on a County contract in the last 12 months.
• The Fresno County Library has no knowledge that the donor will bid on any County contract within the next twelve months.
• The Foundation for the Fresno County Public Library has provided a monetary donation of $13,500 to be used for maintenance of the Digibus. The account to be credited in the amount of $13,500 is Org 75210302 Digibus, Account 5890 Donations.
