RECOMMENDED ACTION:

TITLE

Adopt Resolution required by Fresno Council of Governments regarding County’s approval of program of projects, commitment to the projects, relating to Fresno County’s applications to the Active Transportation Program.

REPORT

Approval of the recommended action will adopt a resolution required by the Fresno Council of Governments (Fresno COG) for the receipt of Active Transportation Program (ATP) funded projects at the regional level.  The funding applications were submitted to the California Department of Transportation (Caltrans) on July 31, 2018.  Should Caltrans not fund one or all the projects, Fresno COG will review and may fund the unfunded projects at the regional level. This item pertains to locations in Districts 1 and 5.

 

ALTERNATIVE ACTION:

 

Should your Board not approve the recommended action, the ATP applications submitted to Fresno COG will be withdrawn from funding consideration.

 

FISCAL IMPACT:

 

There is no Net County cost associated with the recommended action. If grant applications are approved, there may be a local match requirement, which would be funded by the Department of Public Works and Planning - Road Fund 0010.  If the applications are approved, the Department will return to your Board with any necessary resolutions.

 

DISCUSSION:

 

Senate Bill 99: Active Transportation Program and Assembly Bill 101: Budget Act of 2013 were signed into law by Governor Brown on September 26, 2013.  SB 99 provides for the “timely use” of State and Federal funding.  The ATP combines various elements from the Transportation Enhancements, Recreational Trails Program, and the Safe Routes to School into one new program.  ATP is funded from various State and Federal funds appropriated in the State’s annual Budget Act. 

 

ATP projects were submitted to Caltrans for funding consideration on July 31, 2018.  The funding applications were for a Biola Avenue Walkway ($1,313,000), a Fancher Creek Bridle Trail ($548,000), and the Valentine Avenue Pedestrian Path ($927,000).  On July 31, 2018, the applications were also submitted to the Fresno COG.  Based on the requirements of the grant, several projects were identified; Attachment A provides a description and the limits of each project.

 

The applications will be reviewed and scored by Caltrans and the best candidate projects will receive funding.  It is anticipated that Caltrans staff will provide recommendations for statewide and small urban and rural portions of the program by the December 31, 2018 deadline. 

 

In the event that one or all of the submitted projects do not receive funding from Caltrans, the Fresno COG will review and score the projects and the best candidates will receive funding at the regional level.  Acquisition of regional funds is based on a project’s ability to compete well against other projects submitted for programming within the region.

 

With your Board’s approval of the recommended action, the Department will be able to provide the Fresno COG with a resolution, approved by your Board, that expresses the Board’s commitment to, and support of, the ATP and the projects the County submitted in the related 2019 ATP Cycle 4; its approval of the underlying program of projects, as expressed in the ATP applications the County submitted to the 2019 ATP Cycle 4; and its dedication to delivering the projects as programmed and by the deadlines that will be later agreed upon between the County and FCOG and/or other governmental agencies, if and when the projects receive funding.
