SUBJECT: LPC Amendment II to Agreement 16-432 for additional Prevention Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment No. II to Agreement No. 16-432 with LPC Consulting Associates, Inc. to expand services to include the development of a Strategic Prevention Plan and to add new State and Federal boilerplate provisions, effective upon execution and increasing the maximum by $65,000 to a total of $435,000.
REPORT
The County is mandated to have a Strategic Prevention Plan (SPP) in place to guide substance use disorder prevention services. Approval of the recommended action expands the prevention program evaluation services already provided by LPC Consulting Associates, Inc. (LPC) to include the development of a SPP, increasing the total Agreement amount $65,000 with no change to the term of the contract and no net county cost.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the Department will not be able to complete a Strategic Prevention Plan by December 31, 2019, and thus will be out of compliance with State and Federal requirements for future funding allocations
FISCAL IMPACT:
There is no increase in net County cost associated with the recommended action. The cost of the Amendment ($65,000) will be 100% funded with SB 920 Alcohol Abuse Prevention funds. The total five-year maximum compensation for this agreement will increase by $65,000 to $435,000. Sufficient appropriations and estimated revenues ($120,000) are included in the Adopted FY 2018-19 budget. Sufficient appropriations will be allocated in subsequent years.
DISCUSSION:
On July 12, 2016, Board Agenda Item No. 37 was approved by your Board for Agreement 16-432 with LPC to provide evaluation services for the County's Alcohol and Other Drug prevention programs. On June 20, 2017, Board Agenda Item No. 43 was approved by your Board to amend Agreement 16-432 to include boilerplate clauses mandated by the State.
As a neutral, unbiased external program evaluator, LPC analyzes the effectiveness of Fresno County's prevention programs based on the goals, objectives, and outcomes established in the five-year SPP for Alcohol and Other Drugs. The SPP is designed to help jurisdictions build the infrastructure necessary for effective and sustainable prevention and provide a process to evaluate outcomes. The current SPP went into effect on July 1, 2016 and expires June 30, 2020. The work to draft the new SPP for the County was not included in the original agreement with LPC. The current SPP expiring June 30, 2020 was satisfactorily created by LPC in 2015 after amending the prior LPC agreement to include drafting the SPP for the County. As such, LPC has the experience and expertise to timely and cost-effectively draft the new five year SPP.
A new five-year Plan must be in place by the time the current Plan expires in order to remain in compliance with State and Federal funding requirements. This Plan will inform the development and evaluate the effectiveness of prevention services specific to Fresno County. The planning process for the SPP follows a five-step process outlined by the Substance Abuse and Mental Health Services Administration's Strategic Prevention Framework which promotes youth development, reduces risk-taking behaviors, builds assets and resilience, and prevents problem behaviors across the life span.
The new SPP must be completed by December 31, 2019 in order to allow adequate time for subsequent RFP processes and associated contracts for services that will be in alignment with the July 1, 2020 effective date of the next five-year SPP. RFP's will be issued based on service needs identified by the SPP.
