RECOMMENDED ACTION(S):

TITLE

Authorize the County Administrative Officer to execute the Grant Award Standard Agreement, as required by the California Department of Housing and Community Development for County’s receipt of the No Place Like Home Program 2017 Technical Assistance Grant funds.

REPORT

Approval of the recommended action will authorize the County Administrative Officer to execute the California Department of Housing and Community Development (HCD) Standard Agreement. Once authorized and returned to HCD, the Standard Agreement will allow for Fresno County to receive No Place Like Home - Technical Assistance (NPLH TA) funds in the amount of $150,000 in support of the No Place Like Home program preparation activities.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the NPLH TA Standard Agreement would not be submitted to HCD rendering the Standard Agreement incomplete and possibly jeopardizing the County’s future application for the competitive NPLH Program.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. HCD has awarded $150,000 in NPLH TA funding to the County for planning and preparation activities related to the NPLH Program. The recommended action allows for the execution of the HCD NPLH TA Standard Agreement to receive the $150,000; made available from the Mental Health Services Act Fund pursuant to an appropriation provided by subsection (a) of Section (§) 5849.10 of the California Welfare and Institutions Code (W&IC). Sufficient appropriations and estimated revenues are included in the Department’s Org 5630 FY 2018-19 Adopted Budget.

 

DISCUSSION:

 

On July 1, 2016, Governor Brown signed AB 1618 enacting the NPLH Program dedicating $2 billion in bond proceeds to California counties for the development of permanent supportive housing for persons who are in need of mental health services and are experiencing homelessness, chronic homelessness, or are at-risk of chronic homelessness.  W&IC §5849.10 appropriated $6.2 million from the Mental Health Services Fund and HCD is providing the funding to counties to plan and prepare for the NPLH Program. The TA grant funds will support the planning, design and implementation of permanent supportive housing and the accompanying supportive services needed for homeless individuals suffering from serious mental illness. Eligible NPLH TA activities include costs associated with the planning, design, application for, and implementation of an NPLH project. 

 

With your Board’s approval, the County Administrative Officer, as the authorized signer to execute the NPLH TA Grant Award Standard Agreement and any amendments thereof, will execute the Standard Agreement necessary to accept the HCD NPLH TA funds. Once returned and fully executed by HCD, the NPLH TA Grant Award Standard Agreement will provide $150,000 to allow the Department to secure the services of a consultant to assist in preparing the Department’s future application for the NPLH Program.  It is anticipated the TA funds will be received prior to the end of the current calendar year.

 

OTHER REVIEWING AGENCIES:

 

In May of 2017, the Fresno County Behavioral Health Board was informed of the Department’s intention to apply for the NPLH TA funds.
