SUBJECT:                     Resolution to accept a monetary donation from the Foundation for Fresno County Public Library for the Clovis Library Building Project

 

RECOMMENDED ACTION(S):

TITLE

Adopt Resolution accepting and expressing gratitude for a monetary donation of $26,500 from the Foundation for Fresno County Public Library to the Fresno County Public Library for the Clovis Library Building Project.

REPORT

There is no Net County Cost associated with the recommended action. The recommended action is required to satisfy the reporting requirements under Chapter 762.12 of the CAO Management Directives for donations greater than $7,500 in value. Approval of the recommended action will allow the Fresno County Public Library to accept a donation of $26,500 from the Foundation for Fresno County Public Library to support the development of a new Clovis Regional Library. The impact of the donation will be in District Five.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose to not accept the donation, in which case the funds will not be available to support the development of the Clovis Regional Library.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The donation of $26,500 will increase the Fund Balance under restricted donations in County Library Book Fund Org 7521. Upon securing the cooperative agreement for the exchange of real property and the development of the Clovis Regional Library Project between the City of Clovis and the County of Fresno, the Library will return to the Board at a later date to request sufficient appropriations to support the Project. Sufficient appropriations will be included in subsequent requested budgets to support the Clovis Library Project. 

 

DISCUSSION:

 

The Foundation for Fresno County Public Library was established as a non-profit charitable organization in 2012. It serves as the fundraising arm of the Library. Its purpose is to raise money to supplement, not supplant, public funding for the Library.  The mission of the Foundation is to support everyone in the community by enriching public libraries. Through fundraising for the Library, the Foundation provides funding for new facilities, capital improvements, special collections, materials, and programs for youth and adults.

 

Based on the Board’s direction, the Library will build a new and larger facility in the City of Clovis to replace the current branch.  The City of Clovis acquired a parcel of vacant land at 755 Third Street, in the Old Town area of Clovis for the purposes of constructing city facilities to include a new library, senior center, transit hub and sufficient parking.

 

The Library received the donation check in the amount of $26,500 from the Foundation to support the building of the new Clovis Library.  Upon your Board’s approval of the recommended action, the Library will accept the donation.  The Library continues to work closely with the Department of Public Works and Planning and Dyson Siegrist Janzen Architects, Inc. to plan, design, and construct the Clovis Regional Library.

 

DONOR DISCLOSURES:

 

To satisfy reporting requirements under Administrative Policy 30 for donations greater than $7,500 in value, the following is provided:

 

                     Foundation for Fresno County Public Library is not a County contractor or principal in a business, agency or organization providing contracted services within the County.

 

                     Foundation for Fresno County Public Library is not a contractor that has bid on a County contract in the last 12 months.

 

                     The Fresno County Public Library has no knowledge that the donor will bid on any County contract within the next twelve months.

 

                     Foundation for Fresno County Public Library has provided a monetary donation of $26,500 to be deposited into Org 75211350 Clovis Library Building Project, Account 5890 Donations.
