SUBJECT:                     Resolution Abolishing the Historical Parks Advisory Committee

 

RECOMMENDED ACTION(S):

TITLE

Adopt Resolution abolishing the Historical Parks Advisory Committee.

REPORT

There is no Net County Cost associated with the recommended action.  The Board of Supervisors created the Historical Parks Advisory Committee by Board action on February 3, 2004.  The committee’s purpose is to serve in an advisory capacity to the Board on preservation, use, enhancement, marketing events, attractions and filmmaking activities, as well as to assist in securing outside funding for the preservation, enhancement and maintenance of Kearney and Courthouse Parks.  The committee has met once in the last two years and there are currently no appointed members.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, your Board has the option to maintain the Historical Parks Advisory Committee; however, this would require your Board to appoint five at-large members to the committee.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.

 

DISCUSSION:

 

The Board of Supervisors created the Historical Parks Advisory Committee by Board action on February 3, 2004.  The 11-member committee consisted of: one arborist, two landscape architects, one preservation architect, one member of the Board of Supervisors, one citizen at-large, the Director of the Fresno County Historical Society, the County Director of Tourism, a representative from County Parks staff, a staff member from the City of Fresno’s Parks, Recreation, and Community Services, and one member from the Recreation and Wildlife Commission. 

 

The committee was created to:

 

                     Act in an advisory capacity to the Board of Supervisors regarding proposed events at the parks;

                     Identify and assist in securing new funding opportunities to enhance the parks;

                     Examine, make recommendations, and assist in securing funding for historic preservation of the landscape and other historic amenities of the parks;

                     Advise the Board on expansion opportunities for the parks;

                     Review and make recommendations to the Board regarding events proposed for the parks by event organizers; and,

                     Make recommendations to the Board for marketing the parks for particular events, attractions, filmmaking and other appropriate special uses that may enhance park revenues.

 

In the past two years, the committee has met once and provided recommendations to the Board on events related to parks.  In the past five years, the committee has not met to discuss additional funding opportunities or marketing to enhance or expand the parks. 

 

With your Board’s adoption of the resolution, the Historic Parks Advisory Committee will be abolished.
