SUBJECT: Budget Transfer for Purchase of Five 75lb Commercial Gas Dryers
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Clerk of the Board to execute Budget Transfer No. 37 ($30,000) transferring appropriations within the Sheriff-Coroner Org 3111, from Account 7205 (Maintenance-Equipment) to Account 8300 (Equipment) for the purchase of five 75lb Commercial Gas Dryers.
REPORT
There is no increase in Net County Cost associated with the recommended action. The Sheriff-Coroner’s Office will use services and supplies savings in the department’s current year budget to purchase five 75lb Commercial Gas Dryers. This item is countywide.
ALTERNATIVE ACTION(S):
If your Board does not approve the recommended action, the Sheriff-Coroner’s Office will not be able to purchase the five new dryers and will keep using the current dryers. The current dryers are not in good working condition and require costly repairs and maintenance.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action, as services and supplies savings in the Sheriff-Coroner FY 2018-19 Adopted Budget Org 3111 will fund the cost of the Commercial Gas Dryers. The approval of the recommended action will facilitate the transfer of $30,000 between Account 7205 and Account 8300 within the Sheriff-Coroner Org 3111 to purchase five 75lb Commercial Gas Dryers. Maintenance costs are included in the Sheriff-Coroner FY 2018-19 Adopted Budget Org 3111 and will be included in future requested budgets.
DISCUSSION:
The Sheriff-Coroner’s Laundry Unit is responsible for maintaining clothing and linen for all inmates housed at the Fresno County Adult Detention Facilities. The Fresno County Adult Detention Facilities house up to 3,000 inmates on a daily basis which require running laundry equipment six days a week. Year-to-date, the Sheriff-Coroner’s Office estimates having washed over 900,000 pounds of laundry. The laundry room consists of 8 washers and 16 dryers. Eight of the dryers are gas and the other eight run on steam. The Sheriff-Coroner’s Office is looking to replace one non-operating gas dryer and four steam dryers with five new gas dryers.
The Department is not able to get the maximum usage of all eight of the steam dryers because of the allotted steam pressure. Low steam pressure affects the dryer temperatures resulting in longer drying cycles. Steam dryer temperatures should reach between 180-200 degrees, but levels in the current dryers only reach to about a maximum of 160. The laundry room currently has one non-operating 25 year old gas dryer and four 18 year old steam dryers. Due to the age of these dryers, parts are not readably available resulting in high maintenance costs.
Approval of the recommended action will allow the replacement of the one non-operating gas dryer and four of the steam dryers with new gas dryers to allow the laundry room to run at a much more efficient rate.
