TO:                     Board of Supervisors

SUBMITTED BY:                     Steven E. White, Director

Department of Public Works and Planning

SUBJECT:                     No Stopping signs on east side of Sky Harbour Drive north of Sulphur Springs Drive through to the deadend

RECOMMENDED ACTION:

TITLE

Adopt Resolution authorizing No Stopping signs on the east side of Sky Harbour Drive north of Sulphur Springs Drive through to the deadend and direct the Director of Public Works and Planning to install said No Stopping signs.

REPORT

Approval of the recommended action will allow the installation of No Stopping signs at this location, which are appropriate due to a traffic engineering study.  The signs will improve traffic safety by reminding motorists that stopping on the road is prohibited, guiding traffic, and prohibiting motorists bringing a vehicle to a complete stop upon the road so as to impede or block the normal and reasonable movement of traffic, unless the stop is necessary for safe operation or in compliance with law.  This item pertains to a location in District 5.

ALTERNATIVE ACTION:

If the recommended action is not approved by your Board, the signs will not be installed on Sky Harbour Drive and traffic will continue to be obstructed or impeded.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action.  The estimated cost is $575 for materials and $100 for equipment and labor that will be performed by Department of Public Works and Planning personnel.  Sufficient appropriations are included in the Department’s Roads Org 4510 FY 2018-19 Adopted Budget.

DISCUSSION:

Sky Harbour Drive is a two-lane county road in the eastern part of the County, north of the Table Mountain Rancheria.  The surrounding area is rural residential in nature, with homes on at least two-acre sized lots.  Residents have reported illegal dumping, overnight camping, public intoxication, and drug usage in this area.  Signs prohibiting some of these illegal activities have been posted along Sky Harbour Drive, but are ignored.  Residents have reported that motorists park on either side of Sky Harbour Drive, blocking emergency vehicle access through the cul-de-sac.  Attachment A is a Google Earth image depicting vehicles parked along Sky Harbour Drive north of Sulphur Springs Drive through to the deadend, a distance of over a quarter of a mile.

Studies performed by Department staff indicate that the installation of No Stopping signs on the east side of Sky Harbour Drive from Sulphur Springs Drive through the cul-de-sac is necessary to remind motorists not to obstruct traffic, necessary to guide traffic, and appropriate as such will improve traffic safety at this location.
