RECOMMENDED ACTION(S):

TITLE

1.                     Make a finding that it is in the best interest of the County to suspend the competitive bid process consistent with Administrative Policy No. 34 as the agreement is with a state governmental agency; and

 

2.                     Approve and authorize the Chairperson to execute an Agreement with the Regents of the University of California, on behalf of the University of California, Davis Extension, to provide training for Department of Behavioral Health staff, effective December 11, 2018 through June 30, 2021, total not to exceed $1,032,750.

REPORT

Approval of the recommended actions will allow the Regents of the University of California (UC Davis Extension) to continue providing customized human services training to Department of Behavioral Health (DBH) staff. The agreement includes a maximum compensation of $344,250 for each contract year with no increase in Net County Cost.

 

ALTERNATIVE ACTION(S):

 

If your Board does not approve the recommended actions, DBH will no longer provide Lead Now, Supervisory Series, Customer Service and other customized training. UC Davis extension is the only agency that provides customized training for statewide county human services staff.

 

SUSPENSION OF COMPETITION/SOLE SOURCE CONTRACT:

 

The Department’s request to waive the competitive bidding process is consistent with Administrative Policy No. 34 as the agreement is with UC Davis Extension, which is a state governmental agency and best suited to provide specialized human services training. The Internal Services Department - Purchasing concurs with the Department’s request to waive the competitive bidding process.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. Costs for services provided under this agreement ($1,032,750) are 100% funded by Mental Health Services Act - Workforce Education and Training (WET) and Realignment funds. Sufficient appropriations are included in DBH FY 2018-19 Adopted Budget for Org 5630 and will be included in subsequent budget requests for the duration of the agreement.

 

DISCUSSION:

 

UC Davis Extension has provided Federal and State mandate trainings to the Department of Social Services since 1989. It combines the vast resources of the University of California with the ability to support and respond to the changing needs of human service organizations. UC Davis extension provides training and services to all 58 California counties, more than a dozen states, 37 Native tribes and hundreds of organizations by delivering nearly 2,000 training days each year through custom on-site trainings, traditional classroom courses, institutes and online courses.

 

During FY 2017-18, UC Davis Extension provided 90 units of training for DBH staff. DBH selected training subject areas from the UC Davis Extension curriculum, and UC Davis Extension customized each training to meet DBH specific objectives. Trainings included Lead Now, Supervisory Series and Customer Service training.  DBH would like UC Davis Extension to provide 270 units of customized training during FY 2018-19, FY 2019-20 and FY 2020-21. In addition to continuing Lead Now, Supervisory Excellence and Customer Service for new staff, other training topics would include Project Management, Behavioral Health Finance, Human Resources, Email/Phone Etiquette, Microsoft Office Skills, Time Management, Training for Trainers, and Behavioral Health Interpreter Training.

 

The recommended Agreement utilizes UC Davis Extension Master Service Agreement, which differs from the County’s Model Contract. This agreement includes mutual indemnification, reviewed and approved by County Counsel, and allows for termination for any reason by the County or UC Davis Extension upon giving a 30-day advance written notice.
