RECOMMENDED ACTION(S):

TITLE

1.                     Retroactively authorize the County Librarian’s previous submittal of an application to the California State Library to participate in the Informal Childcare Provider Outreach Project;

2.                     Approve and authorize the Chairman to ratify the County Librarian’s previous execution of a retroactive application/agreement and acceptance of grant funds from the California State Library effective June 1, 2018 through December 31, 2019 ($5,000);

3.                     Authorize the County Librarian, or their designee, to sign expenditure forms and activity reports for this agreement; and

4.                     Adopt Budget Resolution increasing FY 2018-19 appropriations and estimated revenues in the Library Grants Org 7517 in the amount of $5,000 (4/5 vote).

REPORT

There is no Net County Cost associated with the recommended actions. The California State Library (CSL) has awarded the Library grant funding for an Informal Childcare Provider Outreach Project in the amount of $5,000, effective June 1, 2018 through December 31, 2019. The grant will provide funds for resources, materials and support to the growing population of informal childcare providers (e.g. family, friends and neighbors). It should be noted that the CSL published a request for application on April 30, 2018. To meet the grant application deadline of May 7, 2018, the Library submitted the application on May 6, 2018 contingent upon your Board’s approval. CSL sent the award notice dated June 1, 2018. This item will impact District One.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose to decline the grant award from the CSL, which will result in the Library not providing resources, material and support to informal childcare providers in the Mendota area.

 

RETROACTIVE AGREEMENT:

 

The recommended application/agreement is retroactive to June 1, 2018 because the CSL dedicated the first six months of the proposed pilot project to planning with pilot libraries to help identify practices, processes, and effective outreach strategies.  The CSL met with the Library for the final review and approval of the project plan on October 1, 2018 and is bringing this before your Board within the agenda item processing timelines.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions. The $5,000 grant from the CSL will be used for travel and training ($4,500) and materials ($500). The grant does not require a match or in-kind contribution; however, staff costs to administer the Program have been included in the FY 2018-19 Adopted Budget Org 7511 and will be included in the FY 2019-20 requested budget.  The budget resolution in the fourth recommended action will increase appropriations and estimated revenues in the Library Grants Org 7517 for FY 2018-19 in the amount of $5,000.

 

DISCUSSION:

 

As a California public research institution, the CSL’s mission is to empower all people of California by preserving and providing access to California’s unique history to enrich the lives of current and future generations. The CSL has received funding from the David and Lucile Packard Foundation, which works with partners around the world for social, cultural, and environmental change to improve the lives of children, families, and communities.  The Califa Group will administer this funding on behalf of the CSL.  The Califa Group is a nonprofit library membership consortium of more than 220 libraries and is the largest library network in California.  The Califa Group works closely with the CSL in administering a number of statewide projects supported by grant funds.  The Program will be located at the Mendota Library Branch.  The Mendota Library Branch was selected due to the needs of parents and informal childcare providers in this area.

 

An informal childcare provider is an individual that may be a friend or a family member who is close to the child but, may not have the same training as a licensed childcare provider.  The Library’s goal with this Program is to reach these providers through marketing, outside event participation, and other various sources such as the Digibus.  The services of this Program aid early childhood development, which in turn will help ensure that infants, toddlers, and preschoolers are on track when they enter school.  The Library will partner with other agencies such as First 5 California, Head Start, Women Infants and Children (WIC), child care resource and referral agencies, and city parks and recreation departments.  Grant funds will be used for materials, travel, and training for library staff to administer this Program.

 

The CSL published a request for application on April 30, 2018 with a submission deadline of May 7, 2018. The Library submitted the application on May 6, 2018 contingent upon your Board’s approval.  CSL sent the award notice dated June 1, 2018. The grant application will become the agreement once approved by your Board.  The second recommended action will ratify the Librarian’s previous signature on the grant application/agreement as the Librarian signed this in order to meet the grant application deadline of May 7, 2018.  The Library met with CSL from June 1, 2018 through October 1, 2018 to determine how the pilot program was to be administered, and is bringing this item before your Board within the agenda processing timelines.  Although grant funds have been received, they will not be expended by the Library until the funds are accepted by your Board.
