RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute Program Supplement Agreement No. F290 to Master Agreement for Federal Aid No. 06-5942F15 with the California Department of Transportation for DeWolf Avenue over the Fowler Switch Canal Bridge Replacement, Federal Project No. BRLO-5942(280) ($344,000).

 

2.                     Approve and authorize the Chairman to execute Program Supplement Agreement No. N265 Rev. 1 to Master Agreement for Federal Aid No. 06-5942R with the California Department of Transportation for Bridge Preventative Maintenance at various locations, Federal Project No. BPMP-5942(261), ($565,657).

 

3.                     Approve and authorize the Chairman to execute Program Supplement Agreement No. F291 to Master Agreement for Federal Aid No. 06-5942F15 with the California Department of Transportation for Hot Mix Asphalt Overlay Project on Nees Avenue from Millux Alignment to Russell Avenue, Federal Project No. STPL-5942(292) ($798,178).

 

4.                     Adopt Resolution approving and authorizing the Director of the Department of Public Works and Planning to execute Program Supplement Agreements, Fund Exchange Agreements and/or Fund Transfer Agreements and any amendments thereto related to Master Agreements for Federal Aid Nos. 06-5942F15, 06-5942R, and State Aid No. 00324S with the California Department of Transportation.

REPORT

Approval of recommended actions one through three would authorize the Chairman to execute a Program Supplement Agreement (PSA) with the California Department of Transportation (Caltrans) to allow reimbursement of project costs for the Preliminary Engineering phase related to the DeWolf Avenue over the Fowler Switch Canal Bridge Replacement and construction costs for Deck Treatments at various locations and Overlay Project on Nees Avenue from Millux Align to Russell Avenue with Federal funds.  Approval of the fourth recommended action would authorize the Director of the Department of Public Works and Planning to execute future PSAs with Caltrans for Federal and State Aid projects. The result would be a decrease in the number of agenda items brought before your Board for approval when the projects are already included in the Road Improvement Program (RIP), which already requires your Board approval. This item is countywide.

 

 

 

ALTERNATIVE ACTION(S):

 

No viable alternative actions for recommended actions one through three have been identified.  Not approving will result in de-obligation the allocated funding.

 

If your Board does not approve the fourth recommended action, the Department will continue to bring PSAs before your Board for approval and authorization on a case-by-case basis through individual agenda items.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions.

 

The first recommended action will allow for reimbursement of 100% of the preliminary engineering phase costs ($344,000) of the bridge replacement project.

The second recommended action will allow for reimbursement of 88.53% of construction costs, up to $500,775. A local match of 11.47% ($64,882) is required and will be funded by the Road Fund 0010. The third recommended action will allow for reimbursement of 100% of the construction costs ($798,178) of the overlay project.  Sufficient appropriations and estimated revenues are included in the Department’s - Road Org 4510 FY 2018-19 Adopted Budget.  There are no costs associated with the fourth recommended action.

 

DISCUSSION:

 

Fresno County and Caltrans entered into Administering Agency - State Master Agreement Nos. 06-5942R and 06-5942F15 for Federal Aid projects, approved by the Board of Supervisors on March 13, 2007 and September 13, 2016, respectively. The recommended PSAs will amend the Master Agreements to designate the County as the Administering Agency for the projects, identify the amount of Federal funds requested and available to the County, and provide a basis for Caltrans to reimburse the County for expenditures incurred during the project.

 

The recommended PSAs allow for full reimbursement of costs associated with the preliminary engineering phase of the replacement of a functionally obsolete bridge on DeWolf Avenue over the Fowler Switch Canal with a bridge that meets current safety standards; partial reimbursement of construction costs for deck treatments on nine bridges throughout the County as a part of the Bridge Preventative Maintenance Program; and full reimbursement of costs associated an overlay and shoulder-backing project for a two-mile stretch of Nees Avenue from Millux Alignment to Russell Avenue.

 

It is important to note that the intent of the resolution is to decrease the processing of agenda items, thereby saving the Department time and resources while maintaining the Board’s established policies.  The recommended resolution will approve and authorize the Department Director to execute future PSAs for projects, which have already been authorized and fully explained to the Board, typically through the RIP, which describes the various projects to the Board and requires approval. The RIP is updated annually to address changes to existing projects and to add new projects that the County is undertaking. Should any project arise which is not previously described in the RIP, the PSA associated with the project would be brought before the Board as an individual agenda item.
