RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Agreement with Central Star Behavioral Health, Inc. for fiber installation and connection to the County’s fiber system, effective upon execution, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions ($0)

REPORT

There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will allow for the installation of fiberoptic communication cables and connections to the County’s Crisis Residential Unit facility at no cost to the County. This item is countywide. 

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the County will not have fiber connectivity to the Crisis Residential Unit facility, impeding Central Star Behavioral Health, Inc.  (Central Star) from being able to provide services to provide telepsychiatric services and residential treatment services for clients at this facility.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The recommended Agreement allows for the installation of fiberoptic communication cables and connections to the Department of Behavioral Health’s Crisis Residential Unit (CRU) building without payment of any monetary compensation by either the County or Central Star to one another. The County will not incur any additional costs, as the main purpose of this agreement is to outline each party’s responsibilities in maintaining their respective fiberoptic cables and connections.

 

DISCUSSION:

 

On November 14, 2017, your Board approved Agreement No. 17-580 with the Department of Behavioral Health for Central Star to provide adult mental health crisis residential treatment services. On this same date, your Board also approved a Facility Use Agreement with Star View Children and Family Services, Inc. (Star View) for the County-owned space at 496 S. Barton Ave, Fresno, CA 93702 to be used by Star View’s affiliate, Central Star, for provision of adult mental health crisis residential treatment services.

 

The CRU facility requires continuous and consistent internet access in order to receive referrals, update charts and notes, and provide telepsychiatric services and residential treatment services for clients at this facility. A wired fiber connection will allow the level of consistent internet access that the facility requires to provide the services described in Agreement No. 17-580. Central Star began installation of fiberoptic communication cables and connections in June 2018. Before this installation can be completed, an agreement between the County and Central Star needs to be in place. The recommended Agreement allows for Central Star to install fiber to the CRU building and delineates each party’s responsibilities for maintaining their respective fiber. Upon termination of this Agreement, the fiber will be left “as-is” on the property, the fiber will become property of the County, and the County will be responsible for maintenance of any remaining fiber, regardless of who had initially installed the fiber.
