TO:                     Board of Supervisors

SUBMITTED BY:                     David Pomaville, Director, Department of Public Health

SUBJECT:                     Amendment to Agreement with Valley Children’s Hospital

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute First Amendment to Agreement No. 06-274 with Valley Children’s Hospital to acknowledge the hospital’s name change and revise new student screening requirements, effective upon execution, with no change to the unlimited one-year extensions ($0).

REPORT

Approval of the recommended action will acknowledge the hospital’s name change from Children’s Hospital of Central California to Valley Children’s Hospital (VCH), which occurred in 2015.  In addition, the recommended amendment will revise screening requirements as new rules regarding immunization standards for students and faculty participating in the Emergency Medical Technician-Paramedic (EMT-P) training have been implemented by VCH.  This item is countywide.

ALTERNATIVE ACTION(S):

There are no viable alternative actions. If your Board does not approve the recommended action, the County would not be able to utilize VCH for pediatric clinical training and experience.

FISCAL IMPACT:

There is no fiscal impact, as the agreement does not involve payment or any monetary consideration by VCH or the County.

DISCUSSION:

Since 1975, local hospitals have participated in the primary training of paramedic and other prehospital emergency personnel. The Department of Public Health - Emergency Medical Services Division provides a primary training course for paramedic personnel and utilizes VCH for pediatric clinical training and experience, which includes medication administration, starting intravenous lines, patient assessment, airway management, childbirth, and other vital skills.

On July 18, 2006, the Board approved Agreement No. 06-274 with Children’s Hospital of Central California for EMT-P supervised clinical training experience, including the use of clinical facilities and clinical preceptors for training, for independent paramedic trainees to the County.

The proposed amendment acknowledges the name change of the hospital from Children’s Hospital of Central California to VCH on January 24, 2015 and updates health clearance standards, specifically, the types of required immunizations. The name change was not addressed earlier due to an oversight.

With your Board’s approval, the screening requirements will be revised and the name change will be acknowledged.  The recommended amendment was prepared at the request of VCH.
