SUBJECT:                     Resolution for Consolidation of the March 5, 2019 Clovis Municipal Election

 

RECOMMENDED ACTION(S):

TITLE

Adopt a Resolution approving the consolidation of elections called by the Fresno County Board of Supervisors and the Coalinga Regional Medical Center District with the regularly scheduled March 5, 2019 Clovis Municipal Election. 

REPORT

There is no increase in Net County Cost associated with the recommended action. The Fresno County Board of Supervisors and the Coalinga Regional Medical Center District have each called for a Special Election to be held on March 5, 2019, an established election date for the Clovis Municipal Election. Consolidation of elections for these entities will allow them to participate in the March 5, 2019 regularly scheduled Election.  This item affects Districts 1, 2, and 5. 

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions.  If the recommended action is not approved the requesting entities will not be able to participate in and share the costs of the regularly scheduled March 5, 2019 Election.  Conducting each of the above-mentioned elections as non-consolidated separate elections would result in a large cost increase for each entity for their called election.

 

FISCAL IMPACT:

 

Although consolidation will increase the overall cost of the election, the per entity cost of the election will be lower because the overall cost will be shared by all three entities. On December 4, 2018, the Fresno County Board of Supervisors approved Resolution No. 18-420 increasing the FY 2018-19 Appropriations for the County Clerk-Elections Org 2850 in the amount of $250,000 to fund the special election cost related to filling the vacated District 2 seat in the Fresno County Board of Supervisors. The total estimated consolidated cost of the March 5, 2019 Consolidated Municipal and Special Election is $630,000 with anticipated offsetting revenue of $210,000 (33%). Sufficient appropriations and estimated revenues to cover the associated costs are included in the Department’s Org 2850 FY 2018-19 Adopted Budget.

 

DISCUSSION:

 

The governing boards or council, as applicable, of each of the above listed public agencies have called for elections on March 5, 2019, requesting that the Board of Supervisors order the consolidation of the elections, and stated on behalf of their agency that it will reimburse the County for costs incurred in conducting the agency’s election. The City of Clovis and the Coalinga Regional Medical Center District will be billed their pro-rata share of election costs. 

 

On December 4, 2018, the Fresno County Board of Supervisors approved Resolution No. 18-418 calling for a Special Election for March 5, 2019 to fill a vacant seat in District 2 of the Fresno County Board of Supervisors, and Resolution No. 18-419 calling for a Runoff Election for June 4, 2019 in the event that no candidate receives a majority of all the votes cast in the March 5, 2019 Election.  On December 6, 2018, the Board of Directors of the Coalinga Regional Medical Center District approved Resolution No. 2018-3 calling a Special District Ballot Measure Election on March 5, 2019.  Consolidation of elections for these entities will allow them to participate in the March 5, 2019 Clovis Municipal Election.  Each agency will receive an invoice for its pro-rata share of the incurred elections costs in accordance with State Elections Code section 10416(c).

 

OTHER REVIEWING AGENCIES:

 

A copy of the agenda item has been forwarded to the City Clerk of Clovis, and the Coalinga Regional Medical Center District.
