SUBJECT:                     Agreement with Turning Point of Central California, Inc. for Transitional Housing

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Agreement with Turning Point of Central California, Inc. to provide transitional housing beds, sustenance, and associated services for the Probation Department effective February 1, 2019, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed compensation amount of $3,000,000.

REPORT

There is no Net County Cost associated with the recommended actions, as all costs for this agreement are fully offset with Public Safety Realignment Act (Assembly Bill 109) revenue. The recommended Agreement will enable the County to continue to provide transitional housing beds, sustenance, and associated services for individuals on Probation or Pretrial. Turning Point of Central California, Inc. (Turning Point) was chosen from a Request for Quotation (RFQ) process. The current agreement for these services will expire on January 31, 2019. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the transitional housing beds, sustenance, and associated services included in the recommended agreement will not be provided.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. Funding for this agreement is fully offset with Assembly Bill 109 revenue. The maximum annual compensation for this agreement is $600,000, with a maximum compensation for the full 5 year term totaling $3,000,000. Appropriations and estimated revenues are included in Probation’s FY 2018-19 Adopted Org 3430 Budget. Funding for subsequent years of this agreement will be included in the Department’s future budget requests.

 

DISCUSSION:

 

The Community Corrections Partnership (CCP) of Fresno County has identified homelessness as a serious need of the Assembly Bill 109 Realignment population. In order to address this population, on February 27, 2013, the CCP allocated $600,000 to develop a system of services including transitional residential housing for those being released from prison and being placed in Post Release Community Supervision (per Assembly Bill 109) and released from the Jail Transition Pod. These services will also be provided to those who become homeless while under the supervision of the Department, and those released from jail as part of the Pretrial Release Program. On March 15, 2013, the CCP approved an update to the CCP Plan, which included homeless offender services. This update to the plan was approved by the Board on April 23, 2013. The Board initially approved an agreement for these services on January 28, 2014.

 

The current agreement is with Turning Point and is due to expire on January 31, 2019, and has a remaining one-year extension that will not be executed. The decision to not utilize the final one-year extension was made in order to incorporate program changes into the required services to better meet the needs of individuals utilizing the services.

 

The Purchasing Division of the Internal Services Department issued RFQ #19-032 on November 20, 2018 seeking interested contractors to provide the services. Responses to the RFQ were required to provide an all-inclusive per bed per day rate for five tiers of occupancy in order to provide the services. The five tiers are based on the monthly average number of occupied beds per day with ranges for 1-10, 11-20, 21-30, 31-40, and 41-50. One bid was received in response to the RFQ. Turning Point’s all-inclusive per bed per day bid of $363.06 for 1-10 beds, $193.63 for 11-20 beds, $126.28 for 21-30 beds, $90.97 for 31-40 beds, and $67.55 for 41-50 beds met all the requirements stated in the RFQ.

 

In accordance with the recommended agreement, Turning Point will provide transitional housing beds, sustenance, and associated services for the Probation Department for up to 50 participants. Based upon participants’ individual needs, Turning Point will provide evidence-based curriculum utilizing the Change Companies Interactive Journaling, Moral Reconation Therapy, or any other evidence-based curriculum found in the Results First Clearinghouse Database and approved by the Department. The Results First Clearinghouse Database is a database of evidence-based curriculum determined to be effective through rigorous studies. In addition, Turning Point will provide independent life skills to each participant including, but not limited to, life skills/independent living, budgeting and money management, healthy lifestyle education, computer familiarization, job readiness and resume preparation, and community reentry planning and connections.

 

With the current agreement for these services, the Department maintains an average of 25 occupied beds with a waitlist, at $64 per day per occupied bed. Based upon the current bids and the current funding level of $600,000 per year, the Department will be able to maintain an average of approximately 5 occupied beds per day. However, The Department is planning to go before the CCP at a future date to request additional Assembly Bill 109 funding for these services in order to provide an increase in the average number of occupied beds to meet transitional housing needs. If the CCP approves the additional funding, an amendment to increase the maximum dollar amount of the recommended agreement will be brought back to your Board for approval.  The Department plans to maintain occupancy at a minimum of 40 beds in order to receive the best daily bed rate until the CCP makes a decision regarding additional funding.
