SUBMITTED BY:                     Steven E. White, Director

                     Department of Public Works and Planning

SUBJECT:                     Stop Sign at Madison Avenue and Winery Avenue

RECOMMENDED ACTION(S):

TITLE

Adopt a Resolution designating the “T” intersection of Madison Avenue and Winery Avenue as a stop intersection and authorizing a stop sign at the intersection, stopping westbound traffic on Madison Avenue, making it a one-way stop.

REPORT

Approval of the recommended action will allow the installation of a stop sign at this location, improving traffic safety by requiring vehicles on Madison Avenue to stop in the westbound direction.  This item pertains to a location in District 3.

ALTERNATIVE ACTION(S):

If the recommended action is not approved by your Board, the traffic controls at this location will remain unchanged.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action.  The estimated cost for the one-way stop is $150 for materials and $100 for equipment labor performed by Department of Public Works personnel.  Sufficient appropriations are included in the Department’s Roads Org 4510 FY 2018-19 Adopted Budget.

DISCUSSION:

Madison and Winery Avenues are two-lane county roads that intersect within a County pocket, where Madison tees into Winery Avenue.  The intersection of Madison and Winery Avenues is under shared jurisdiction between the County and the City of Fresno, with the west side of Winery under City jurisdiction. The speed limit is 25 MPH and there are no centerline stripes at this location.  There are yellow crosswalk markings on Winery at Madison and “Slow School Xing” pavement markings in both the northbound and southbound direction on Winery Avenue.  Traffic signs consist of school crosswalk warning signs in both northbound and southbound directions on Winery Avenue.  The pavement width on Madison and Winery Avenues is 20.5-feet and 33-feet, respectively.  Traffic volume on Madison is 400 vehicles per day (VPD) and 700 VPD on Winery.

An engineering study performed by Department staff indicates the line of sight for westbound traffic on Madison and Winery Avenues is limited in a manner that justifies the installation of a stop sign stopping westbound traffic on Madison at Winery.  The study also indicated that a stop sign stopping westbound traffic on Madison at Winery is appropriate and will improve traffic safety at this intersection.

OTHER REVIEWING AGENCIES:

The Municipal Code of the City of Fresno section 14-401, allows the City Traffic Engineer to approve and authorize installation of stops signs in City’s jurisdictional area.  Since the intersection is under the shared jurisdiction of the County and City of Fresno, the City Traffic Engineer was consulted with and subsequently approved of the installation of the stop sign at this intersection.
