SUBJECT:                     Donation of $5,000 to the Sheriff’s Office from Valley Crime Stoppers and Budget Resolution and Transfer.

 

RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Resolution accepting and expressing gratitude for the monetary donation of $5,000 from Valley Crime Stoppers to purchase a canine for the Sheriff’s Office during FY 2018-19;

2.                     Approve and authorize Clerk of the Board to execute Budget Transfer No. 6 ($1,500) transferring appropriations within the Sheriff-Coroner-Public Administrator’s Org 3111, from Account 7070 (Household Expense) to Account 8300 (Equipment) for the purchase of a canine; and

3.                     Adopt Budget Resolution increasing the FY 2018-19 appropriations and estimated revenues for Sheriff-Coroner-Public Administrator’s Org 3111 in the amount of $5,000 (4/5 vote).

REPORT

There is no Net County Cost associated with the recommended actions.  The recommended actions will allow the Sheriff’s Office to accept a donation from Valley Crime Stoppers ($5,000) and for the transfer of appropriations ($1,500) to purchase a canine for the Sheriff’s K-9 Unit during FY 2018-19.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose to not approve the recommended actions and the Sheriff’s Office would not be able to purchase a canine for law enforcement services.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions.  Approval of the second recommended action will allow the transfer of FY 2018-19 recommended appropriations in the amount of ($1,500) within the Sheriff-Coroner Public Administrator’s Org 3111 from account 7070 (Household Expense) to Account 8300 (Equipment).  Approval of the third recommended action will increase the FY 2018-19 appropriations and estimated revenues for the Sheriff-Coroner-Public Administrator’s Org 3111 in the amount of $5,000.  Both of these actions will facilitate the purchase a canine for law enforcement services. 

 

DISCUSSION:

 

The Special Investigations Division (SID) Narcotic Detection K-9 Program was established around 2000 with one Labrador retriever named Cowboy.  Since the program’s inception, the Fresno County Sheriff’s Office has added dogs to the program as funding becomes available.  The Department’s drug detection dogs have been involved in numerous Asset Forfeiture cases since the program began.  The Sheriff’s Office currently uses the canines in many different capacities to help locate the presence of illicit drugs that could not otherwise be detected.  These resources are available to our local, state, and federal law enforcement agency partners on a regular basis. 

 

It should be noted that pursuant to Administrative Policy 30, donations of $7,500 or less may be accepted by the Auditor-Controller/Treasurer-Tax Collector.  However, this item was brought to your Board for acceptance of the donation due to the need for approval of the budget transfer and budget resolution to allow for the purchase of the canine.
