SUBJECT: Equipment Sublease Agreement with California State University Fresno for Sublease of Dispatch Communication Equipment
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Equipment Sublease Agreement with California State University Fresno for sublease of dispatch communication equipment, effective upon implementation, not to exceed five years, total not to exceed $61,500.
REPORT
Approval of the recommended action will allow the Internal Services Department - Information Technology Division (ISD-IT) to sublease the Acom dispatch console solution to California State University Fresno (CSUF), which the County leases from Zetron, Inc. (Zetron), for CSUF’s use by its police department for dispatch functionality. This item pertains to a location in District 2.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, CSUF would have to find another mechanism by which to lease dispatch communication equipment for emergency response situations by its police department.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The proposed agreement is a revenue agreement where CSUF will be paying the County a rental fee of $1,025 per month to sublease the Zetron Acom dispatch communication equipment.
DISCUSSION:
The County has been subleasing dispatch console equipment that it leases from Zetron to various public entities for approximately 12 years, with agencies such as the Sheriff-Coroner’s office, the Department of Public Health Emergency Medical Services Division, the City of Fresno, the City of Clovis, and CSUF’s Police Department (CSUF PD) using this equipment for their dispatch needs. CSUF PD was part of the initial installation of Zetron’s console equipment, and is in need of upgraded dispatch console equipment.
On July 7, 2009, the Board approved a Master Lease Agreement No. 09-324 with Dell Financial Services to provide the County with the financing ability to lease information technology equipment. On October 25, 2011, this agreement was amended to drop the requirement for the County to purchase a maintenance agreement or extended warranty for the duration of the lease, and specified that the purchase of such a maintenance agreement would be optional. Pursuant to this agreement, the County leased upgraded dispatch communication equipment from Zetron for its Acom NOVUS system, a central command and control system that enables operators to dispatch officers during emergency situations. This system also allows for interoperability between law enforcement agencies, the fire department, and emergency medical services for large-scale incidents. CSUF uses Zetron’s dispatch console during football games and other large events. Through Agreement No. 09-324-1, the County is able to lease and sublease Zetron’s console equipment to CSUF; CSUF will be paying the pass-through cost of the County’s lease agreement. The recommended equipment sublease agreement outlines each party’s responsibilities in regard to the implementation, maintenance, and responsibilities regarding the new dispatch console system.
