DATE: February 12, 2019
TO: Board of Supervisors
SUBMITTED BY: Lisa A. Smittcamp, District Attorney
Robert W. Bash, Internal Services Department
SUBJECT: District Attorney Budget Adjustment for Vehicle Purchase
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Clerk of the Board to execute Budget Transfer No. 5 ($188,400) transferring FY 2018-19 appropriations within the District Attorney Org 2860, from Salaries and Benefits to account 7910 Operating Transfers Out for the purchase of vehicles; and
2. Adopt Budget Resolution increasing FY 2018-19 appropriations and estimated revenues for the Internal Services Department, Fleet Services-Equipment Org 8911 in the amount of $188,400 (4/5 vote).
REPORT
There is no increase in Net County Cost associated with the recommended actions, which will utilize $188,400 in salary savings in District Attorney Org 2860 to purchase four vehicles and up-fitting of law enforcement equipment necessary to meet the District Attorney’s Bureau of Investigations requirements. This item is countywide.
ALTERNATIVE ACTION(S):
If the recommended actions are not approved, the District Attorney will not be able to address vehicle needs for the department.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. Approval of the first recommended action is necessary to transfer District Attorney Org 2860, FY 2018-19 appropriations from Accounts 6400, 6500, and 6600 (Retirement, OASDI and Health Insurance) in the amount of $188,400 to Account 7910 (Operating Transfer Out) for the purchase of four new vehicles. The second recommended action increases appropriations and estimated revenues in Internal Services Department, Fleet Services-Equipment Org 8911 to facilitate the vehicle purchases for the District Attorney.
DISCUSSION:
The District Attorney is projecting salary savings and requests approval to transfer $188,400 of that savings to fund the purchase of four vehicles, including the up-fitting of law enforcement equipment.
The mission of the District Attorney Bureau of Investigations has expanded to include task force operations and units that require nontraditional vehicles that can blend into field situations without being identified as law enforcement. These task forces include gang, narcotics, public integrity, and human trafficking. In all of these types of investigations, vehicles are necessary to operate in an environment of anonymity for surveillance and investigations. Approval of the recommended actions would also allow the Bureau to work closely with law enforcement partners that require aid in performing surveillance operations throughout Fresno County.
