RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Agreement with Centro La Familia Advocacy Services for the provision of Neighborhood Resource Center Services, effective March 1, 2019 through June 30, 2023, not to exceed five consecutive years, which includes a two-year and four (4) month base contract and two optional one-year extensions, total not to exceed $977,247.

REPORT

Approval of the recommended action will provide community-based child abuse prevention services to children and families in the 93722 service area of Fresno County through the provision of Neighborhood Resource Center (NRC) services.  NRCs support families in need to improve family functioning and reduce the likelihood of child abuse and neglect. The cost of these services will be financed with Child Welfare funds, with no increase in Net County Cost.  This item pertains to locations in District 1.

 

ALTERNATIVE ACTION(S):

 

There are no viable alternative actions. Should the recommended action not be approved, children/families of highest need in the 93722 area will not have access to NRC services.   

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. Total maximum cost for the Agreement ($977,247) will be funded with Child Welfare trust funds. Sufficient appropriations are included in the Department's FY 2018-19 Adopted Budget Org 5610, and will be included in subsequent annual budgets.

 

DISCUSSION:

 

On September 13, 2016, the Department presented to your Board a strategic plan to address child abuse prevention services in Fresno County through the support and expansion of NRCs.  Consistent with this plan, on March 7, 2017 your Board approved agreements with local community-based organizations for the provision of NRC services at six sites in rural and metro Fresno County. 

 

To further strengthen the NRC infrastructure, on May 14, 2018, (RFP) #18-050 for NRC services was sent to all vendors registered in Public Purchase. The RFP sought to fund one vendor each in five specific areas in Fresno County, identified as higher risk areas for abuse or neglect. The review committee unanimously selected four proposals for the provision of services at four sites; however, did not recommend a proposal for the final site located in the zip code area 93722. The Department decided to further assess how to procure services in this area and then return to the Board with an associated item.

 

To procure services in the 93722 NRC service site, on October 19, 2018 the Department released RFP #19-023 to 116 potential bidders, all registered vendors in Public Purchase. Five proposals were received by the closing date. The five-member review committee was comprised of representatives from Department of Social Services, Fresno Housing Authority, Superior Court and First 5 Fresno County. All five proposals were reviewed and ranked based on the response quality, proposed services and costs. The review committee unanimously selected one of the proposals for the provision of services at the 93722 NRC service site.        

 

Approval of the recommended Agreement will expand services for child abuse prevention, intervention, and treatment for children and families in Fresno County. The new NRC will provide a variety of family-centered services specific to their community. This may include parenting education, counseling, domestic violence prevention, food or other concrete supports, case management and referrals to other services.
