SUBJECT: Retroactive Revenue Agreement with the City of Parlier for Dispatching Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a retroactive revenue Agreement with the City of Parlier for Communication Dispatching Services, effective July 1, 2018 through June 30, 2019 ($228,883).
REPORT
Approval of the recommended action will allow the Sheriff’s Office to continue providing communication dispatching services for the City of Parlier. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
There is no viable alternative action. Approval of the recommended action is necessary for the Sheriff’s Office to continue to provide dispatching services for the City of Parlier and charge for those services at the approved Master Schedule of Fees (MSF) rate.
RETROACTIVE AGREEMENT:
The agreement is retroactive due to MSF rates being approved and adopted by your Board on October 9, 2018 and the length of time required for negotiation and approval of the agreement by the City of Parlier. The signed agreement was received from the City of Parlier on January 24, 2019.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The recommended agreement will provide $228,883 in revenue from the City of Parlier for communication dispatching services at $14.75 per capita from July 1, 2018 through November 30, 2018 (based on the FY 2017-18 rates approved by your Board on October 17, 2017) and the rate of $14.79 per capita from December 1, 2018 through June 30, 2019, (based on the new MSF rates approved and adopted by your Board on October 9, 2018 effective December 1, 2018).
Sufficient appropriations and estimated revenues for this agreement are included in the Sheriff-Coroner-Public Administrator’s Org 3111 for FY 2018-19.

DISCUSSION:
The County of Fresno through its Sheriff’s Office, has been contracting with the City of Parlier since 1993 to provide communication dispatching services. The recommended action establishes the cost recovery rates of $14.75 per capita from July 1, 2018 through November 30, 2018 and $14.79 per capita from December 1, 2018 through June 30, 2019 for the agreement with the City of Parlier for dispatching services.
This agreement differs from the dispatching agreements approved by your Board on January 29, 2019 in that it includes a 30 days out clause for the City of Parlier in addition to the County of Fresno. This language was added at the City of Parlier’s request because the City of Parlier has signed an agreement with City of Coalinga for dispatching services to start in the near future.
