SUBJECT: California Mental Health Services Authority Inter-Member Transfer Program

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute a Participation Agreement with California Mental Health Services Authority for the Inter-Member Transfer Program, effective upon execution through June 30, 2022, total not to exceed $600,000.

2. Approve and authorize the Director of the Department of Behavioral Health, or designee, to execute related reports and documents.
REPORT
Approval of the first recommended action will allow Fresno County to participate in California Mental Health Services Authority's (CalMHSA) Inter-Member Transfer Program where CalMHSA will act as the fiscal agent for participating counties to facilitate prompt payments between counties as required by Welfare and Institutions Code (WIC) ? 14717.1 for Specialty Mental Health Services (SMHS) provided to or arranged for foster children. The second recommended action allow the Director of the Department of Behavioral Health (DBH) or designee to sign any reports and documents related to the recommended agreement, at no increase in Net County Cost.

ALTERNATIVE ACTION(S):

There is no viable alternative action. Should your Board not approve the recommended actions, the Department would not be able to participate in the CalMHSA Inter-Member Transfer program to facilitate prompt payments between counties as required by WIC ? 14717.1 and result in the need to contract with each county individually, which would be an inefficient use of time and resources, with no certainty of procurement.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended actions. The cost of the recommended agreement ($600,000) will be fully offset with Medi-Cal revenues and mental health realignment funds. Sufficient appropriations and estimated revenues are avai...
