SUBJECT:                     Amendment to Agreement No. 14-549 with Willdan Engineering

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute First Amendment to Agreement No. 14-549 with Willdan Engineering to extend the term of the existing Agreement for on-call engineering consultant services by five years, which includes a three-year base contract with two optional one-year extensions, from September 9, 2019 to September 9, 2024 with no increase in the maximum of $500,000.

REPORT

Approval of the recommended action will extend the performance period of the agreement an additional five-year term to allow the consultant to complete the preliminary engineering and design services for projects for which the consultant was selected. No new work will be assigned to the consultant using this contract. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the agreement will expire on September 9, 2019, and projects that the consultant has been working on will be delayed. In addition, selecting a new consultant would not be feasible, as continuity of the design of the projects would be affected. However, if the term of the agreement is not extended, a new Request for Proposal would be required and a different consultant would be selected to complete the design. This process would result in significant delays in the design of the projects assigned to Willdan Engineering.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The agreement is funded with Road Fund 0010.  As of February 11, 2019, $32,742 has been expended on the existing agreement.  Funding for the projects is included in the Department of Public Works and Planning - Roads Org 4510 FY 2018-19 Adopted Budget and will be included in future budget requests for the duration of the extended term.

 

DISCUSSION:

 

On September 9, 2014, the Board of Supervisors approved Agreement No. 14-549 with Willdan Engineering to perform on-call engineering services for a three-year term with two optional one-year extensions. During this period, the consultant was selected to perform preliminary engineering services for several projects, including the American Avenue Reconstruction and the Copper Avenue and Auberry Road Traffic Signal projects, scheduled for completion in 2022 and 2020, respectively.

 

The initial five-year term was not sufficiently long to complete the two projects, which the consultant began working on in FY 2013-14. The proposed amendment will extend the term of the agreement for an additional five years, which includes a three-year base contract with two optional one-year extensions, to allow for the completion of the requested services. During the extended term, new work will not be assigned to Willdan Engineering under this agreement. 

 

OTHER REVIEWING AGENCIES:

 

The California Department of Transportation provides oversight of local transportation projects where Federal funds are allocated.
