SUBJECT: Stop Sign at N. Manila Avenue and E. Bernadine Drive
RECOMMENDED ACTION(S):
TITLE
Adopt Resolution designating the “T” intersection of N. Manila Avenue and E. Bernadine Drive a Stop Intersection and authorizing a stop sign at the intersection, stopping southbound traffic on E. Bernadine Drive, making it a one-way stop.
REPORT
Approval of the recommended action will allow the installation of a stop sign at this location, improving traffic safety by requiring vehicles on E. Bernadine Drive to stop in the southbound direction. This item pertains to a location in District 5.
ALTERNATIVE ACTION(S):
If the recommended action is not approved by your Board, the traffic controls at this location will remain unchanged.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The estimated cost for the one-way stop is $175 for materials, equipment and labor performed by Department of Public Works and Planning personnel. Sufficient appropriations are included in the Department’s Roads Org 4510 FY 2018-19 Adopted Budget.
DISCUSSION:
N. Manila Avenue and E. Bernadine Drive are two-lane county roads that intersect within a County island residential area. The intersection is under the County’s exclusive jurisdiction. The unposted speed limit is 25 miles per hour (MPH). There are no centerline stripes separating opposing traffic at this location. The pavement width on Bernadine and Manila is 32.5 feet and 33 feet, respectively. Traffic volume on Bernadine is 100 vehicles per day (VPD) and 1,600 VPD on Manila.
A traffic engineering study performed by Department staff indicates the line of sight for southbound traffic on Bernadine and northbound traffic on Manila is limited in a manner that justifies the installation of a stop sign stopping southbound traffic. The study confirmed installation is appropriate and will improve traffic safety at this intersection.
