SUBJECT:                     Amendment to the Library Informal Childcare Provider Outreach Project Grant Agreement No.18-713 with California State Library

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute an Amendment I to Agreement No. 18-713, effective upon execution, with no change in term to December 31, 2019, and increasing the maximum by $4,000, to a total grant amount of $9,000;

2.                     Approve and authorize Chairman to ratify County Librarian’s acceptance of additional California State Library grant funds for the Library Informal Childcare Provider Outreach Project; and

3.                     Adopt Budget Resolution increasing FY 2018-19 appropriations and estimated revenues in the Library Grants Org 7517 in the amount of $4,000 (4/5 vote).

REPORT

There is no Net County Cost associated with the recommended actions.  On December 11, 2018, the Board approved Agreement No. 18-713 with the California State Library (CSL) for the Library to receive $5,000 in grant funds to participate in the Informal Childcare Provider Outreach Project.  The grant provided funds for resources, materials and support at the Mendota Library Branch to benefit the growing population of informal childcare providers in Mendota.  The CSL has allotted the Library additional grant funds in the amount of $4,000 effective upon execution, through December 31, 2019.  The additional grant funds will not be spent prior to approval and acceptance by your Board.  The grant funds claim form was submitted contingent upon your Board’s approval.  This item will impact District One.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose not to accept the additional grant funds, which will result in the Library not providing additional resources, materials and support to informal childcare providers through the Informal Childcare Provider Outreach Project at the Mendota Library branch.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions.  The $4,000 additional grant funds from the CSL will be used for materials ($4,000).  The grant does not require a match or in-kind contribution; however, staff costs to administer the Program have been included in the FY 2018-19 Adopted Budget Org 7511 and will be included in the FY 2019-20 budget request.  The third recommended action will increase appropriations and estimated revenues in the Library Grants Org 7517 for FY 2018-19 in the amount of $4,000.  The Library has received the check in the amount of $4,000 and will not expend the funds until approved by your Board.

 

 

DISCUSSION:

 

As a California public research institution, the CSL’s mission is to empower all people of California by preserving and providing access to California’s unique history to enrich the lives of current and future generations.  The CSL has received funding from the David and Lucile Packard Foundation, which works with partners around the world for social, cultural, and environmental change to improve the lives of children, families, and communities.  The Califa Group will administer this funding on behalf of the CSL.  The Califa Group is a nonprofit library membership consortium of more than 220 libraries and is the largest library network in California.  The Califa Group works closely with the CSL in administering a number of statewide projects supported by grant funds.  The Program will be located at the Mendota Library Branch.  The Mendota Library Branch was selected due to the needs of parents and informal childcare providers in this area.

 

On December 11, 2018, your Board approved Agreement No. 18-713 with CSL for the Library to receive $5,000 in grant funds to participate in the Informal Childcare Provider Outreach Project.  The grant provided funds for resources, materials and support at the Mendota Library Branch to benefit the growing population of informal childcare providers in Mendota.  Approval of the recommended actions will allow the Library to provide additional resources, materials and support to informal childcare providers (e.g. family, friend or neighbor) through the Informal Childcare Provider Outreach Project. 

 

On December 14, 2018, CSL notified the Library that additional funding would be provided to the Library to assist with the second calendar year (2019) of the Informal Childcare Provider Outreach Project.  The County Librarian signed the grant funds claim form on December 19, 2018 and the Library received the grant check from Califa on January 10, 2019.  Upon your Board’s approval, the Library will deposit the check and use the funds to provide additional resources, materials and support to informal childcare providers in Mendota through the Informal Childcare Provider Outreach Project.  The second recommended action ratifies the County Librarian’s acceptance of California State Library grant funds for the Library Informal Childcare Provider Outreach Project.

 

The recommended Amendment I will increase the total CSL grant funds allocated to the project from $5,000 to $9,000. All remaining provisions of the Agreement will remain in effect.
