SUBJECT: On-Call Engineering Consultant Staff Augmentation Services

RECOMMENDED ACTION(S):
TITLE
Authorize the Director of the Department of Public Works and Planning, subject to the review and approval of County Counsel as to legal form and the Auditor-Controller/Treasurer-Tax Collector as to accounting form, to execute eight On-Call Engineering Consultant Agreements for staff augmentation services upon approval from the California Department of Transportation ($2,800,000) (4/5 vote).
REPORT
Approval of the recommended action would authorize the Director of the Department of Public Works and Planning to execute on-call agreements with eight engineering consultant firms to provide staff augmentation services to assist with design of road, bridge, water, and wastewater projects. The term of each agreement will be three years with two optional one-year renewals with a maximum amount of $350,000 for each agreement. The Director's authorization will allow the Department to utilize engineering consultant firm staff as soon as all required documentation is received from the firms. In accordance with Section 13 of the County Charter, the recommended action requires a 4/5 vote by your Board as consultant staff will perform work that was previously accomplished by experienced engineers who have separated from county service. It is important to note that the Department does not intend to reduce staffing as part of the recommended augmentation. Rather, the recommended action is intended to address the recent departure of experienced staff and will continue to work with the Human Resources Department to address long-term staffing needs. This item is countywide.
