SUBJECT:                     Amendment to Agreement with the California Institute of Behavioral Health Solutions

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment II to Agreement No. 16-172 with California Institute of Behavioral Health Solutions for training and consultation services, effective upon execution with no change in term to June 30, 2021 and increasing the maximum by $1,500,000 to a total of $4,035,000.

REPORT

Approval of the recommended amendment will allow the California Institute of Behavioral Health Solutions (CIBHS) to continue to assist the Department of Behavioral Health by expanding the implementation of evidence-based practices (EBP), building core competencies across all behavioral health staff, consultation services, behavioral health system transformation, program planning, monitoring, and evaluation through FY 2020-2021.  The recommended action will increase the maximum compensation by $1,500,000 and will be funded with Mental Health Services Act - Workforce, Education and Training (MHSA-WET) and Behavioral Health Realignment, with no increase in Net County Cost.  

 

ALTERNATIVE ACTION(S):

 

If the Board does not approve the recommended action, the Agreement with California Institute of Behavioral Health Solutions will not be amended.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The maximum amount of the agreement ($4,035,000) will be fully offset with MHSA-WET and Behavioral Health Realignment.

 

The recommended amendment will result in the following annual maximums:

 

FY 2016-17                     unchanged at $357,000

FY 2017-18                     unchanged $1,107,000

FY 2018-19                     increased by $750,000 to $1,107,000

FY 2019-20                     increased by $375,000 to $732,000

FY 2020-21                     increased by $375,000 to $732,000

 

Sufficient appropriations and estimated revenues are included in the FY 2018-19 Adopted Budget for Behavioral Health, MHSA Wet Admin Org 56304756.

 

DISCUSSION:

 

On April 26, 2016, the Board approved Agreement No. 16-172 with CIBHS for behavioral health training and consultation services to the Department of Behavioral Health (DBH), its contracted providers, clients and/or their family members, and other interested community members working in behavioral health settings.

 

On December 5, 2017, the Board approved an amendment to increase the FY 2017-18 maximum by $750,000. The amendment only requested an increase to FY 2017-18 due to DBH’s one-time allocation of $4,985,800 with a reversion deadline spanning 10 years, expiring on June 30, 2018. However, on December 28, 2017, DBH received Information Notice (IN) 17-059 from California Department of Health Care & Substance Use Disorder Services. The IN identified the process for determining the amount of unspent MHSA funds subject to reversion, the appeal process regarding the determination, and the requirement that by July 1, 2018, counties have a plan to expend the reverted funds by July 1, 2020.

 

In order to implement its plan to spend reverted/reallocated funds, DBH is requesting to increase the maximum compensation, throughout the remaining term, by $1,500,000. The additional funds will allow CIBHS to assist DBH in implementing and/or continuing several different trainings including Health Equity Multicultural and Diversity, which is the Department’s foundational cultural competency training, as well as Behavioral Health Interpreter Training, Motivational Interviewing, Trauma Informed Care and Law and Ethics. The additional funds will also allow consultation services for Quality Improvement, Cultural Competency, Fiscal Management and Human Resources.

 

The quality of the services received by CIBHS has been exceptional; therefore, the department would like to continue to utilize their training and consultation services. The department is also working with CIBHS to implement a Bilingual Proficiency Assessment and Annual Training Program.

 

Upon your Board’s approval, the recommended amendment will allow DBH to continue to utilize CIBHS for enhanced trainings, consultation services, behavioral health system transformation, program planning, monitoring, and evaluation through FY 2020-21 using MHSA-Wet and Behavioral Health Realignment funding.
