RECOMMENDED ACTION(S):

TITLE

1.                     Retroactively authorize the County Librarian’s previous submittal of a grant application to the California State Library for Value of Libraries Project funds ($3,000);

2.                     Approve and authorize the Chairman to ratify Librarian’s previous execution of retroactive grant award application/agreement and acceptance of grant funds from the California State Library, effective February 28, 2019 through September 30, 2019 ($3,000);

3.                     Authorize the County Librarian, or their designee, to sign expenditure forms and activity reports for this grant agreement; and

4.                     Adopt Budget Resolution increasing FY 2018-19 appropriations and estimated revenues in the Library Grants Org 7517 in the amount of $3,000 (4/5 vote).

REPORT

There is no Net County Cost associated with the recommended actions. The California State Library (CSL) has awarded a Value of Libraries Project grant to the Library in the amount of $3,000, effective February 28, 2019 through September 30, 2019.  The grant application was submitted contingent upon your Board’s approval.  Approval of the recommended actions will allow the Library to accept CSL grant funds to supplement current Veteran’s Toolkit art and storytelling programs, and further evaluate the outcomes of the project.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose not to accept the grant award, which will result in the Library not presenting outcomes of the current Veteran’s Toolkit program to assist the CSL in evaluating the impact of the program for the Value of Libraries Project.

 

RETROACTIVE AGREEMENT:

 

The recommended application/agreement is retroactive to February 28, 2019, the date the award notice was received, and the Department is bringing this before your Board within the agenda item processing timelines.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended actions.  The grant funds from the CSL will be used for materials ($3,000).  The grant does not require a match or in-kind contribution; however, staff costs to administer the Program have been included in the FY 2018-19 Adopted Budget Org 7511, and will be included in the FY 2019-20 budget request.  The fourth recommended action will increase appropriations and estimated revenues in the Library Grants Org 7517 for FY 2018-19 in the amount of $3,000.

 

DISCUSSION:

 

As a California public research institution, the CSL’s mission is to empower all people of California by preserving and providing access to California’s unique history to enrich the lives of current and future generations.  The CSL received funding from the Black Gold Cooperative Library System, and the funds will be administered by the Califa Group on behalf of the CSL.  The Califa Group is a nonprofit library membership consortium of more than 220 libraries that work with the CSL to administer a number of statewide projects supported by grant funds. 

 

The Value of Libraries Project grant is part of a CSL project to explore the value that California’s public libraries provide to their communities and the people who invest in them.  The grant requires that grantees use CSL-provided survey instruments to evaluate the impact of an ongoing program.  On February 12, 2019, your Board approved the California Center for the Book “Californians: Community Conversations with Veterans Toolkit” grant awarded to the Library.  The grant provided a toolkit that included books valued at $500 and paid for programming events valued at $500.  The programing events planned for the period of May to August 2019 will encourage conversations and the sharing of resources with veterans, their families, and the greater community.

 

The grant funds will give the Library the opportunity to evaluate the Veteran’s Toolkit Program and will be used to augment events for this Program.  The Library will provide CSL with research data on the value of the Program.

 

On January 7, 2019, CSL notified the Library of the grant opportunity.  The Library submitted the application on February 8, 2019, contingent upon your Board’s approval.  The County Librarian signed the grant funds claim form on March 4, 2019 in order to meet the grant funding deadline.  The grant application will become the agreement once approved by your Board.  The recommended actions will authorize the Librarian’s previous signature on the grant application, as the Librarian signed this in order to meet the grant application deadline, and ratifies the County Librarian’s acceptance of California State Library grant funds for the Value of Libraries Project.
