Department of Public Works and Planning
SUBJECT: County Service Area 34D Budget Resolution
RECOMMENDED ACTION(S):
TITLE
Adopt Budget Resolution increasing FY 2018-19 appropriations and estimated revenues for County Service Area No. 34, Zone D (Renaissance at Bella Vista) Fund 0830, Subclass 16204, CSA 34D Org 9323, in the amounts of $57,944 and $30,695, respectively, using general reserves to pay for operations and maintenance proportional share of the Joint Use Wastewater Facility and funds from the Subdivider Reimbursement Agreement No. 17-622 for reimbursement of the new water meter installations (4/5 vote).
REPORT
Approval of the recommended action will allow County Service Area No. 34, Zone D (CSA 34D) to transfer the proportional share of the Joint Use Wastewater Facility operations and maintenance and pay for the water meter installation in FY 2018-19. This item pertains to a location in District 5.
ALTERNATIVE ACTION(S):
There is no viable alternative action.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. All costs associated with operations and maintenance of CSA 34D are paid for by the benefitted properties within CSA 34D from property assessments, water and sewer service fees, interest revenue, and Subdivider Reimbursement Agreement No. 17-622. The proposed budget resolution increases appropriations by $57,944 and estimated revenues using CSA 34D Fund 0830 general reserves by $27,249 in CSA 34D Org 9323; with the balance ($30,695) reimbursed by the Subdivider, J.P.J., Inc., for the cost of the new meter installations through Agreement No. 17-622.
DISCUSSION:
CSA 34D was formed on December 5, 2017 to provide various community services for the Renaissance at Bella Vista subdivision (Tract 4968). The subdivision consists of 106 lots within approximately 50 acres and is located south of Millerton Road and west of Marina Drive.
The actual proportional share of the costs for operations and maintenance for the CSA 34 wastewater treatment facility exceeds the appropriations included in the CSA 34D FY 2018-19 Adopted Budget. In addition, the cost for the new meter installations for CSA 34D were not included in the engineer’s estimated budget for FY 2018-19, creating a shortfall that is reimbursable by the Subdivider, J.P.J., Inc., through Subdivider Reimbursement Agreement No. 17-622.
With your Board’s approval of the recommended action, the budgeted appropriations for CSA 34D will increase and the estimated revenues will increase using CSA 34D Fund 0830 general reserves ($27,249) and the meter installations using funds from the Subdivider responsible for reimbursement of the CSA 34D Budget shortfall ($30,695).
