SUBJECT: Second Amendment to Agreement #16-187 with Focus Forward

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute the Second Amendment to Agreement to No. 16-187 with Focus Forward to expand in-custody and post-release re-entry services to foster care youth effective June 1, 2019, with no change in term to May 31, 2021, and increasing the maximum agreement compensation amount by $174,166, to a total of $1,894,774.
REPORT
There is no additional Net County Cost associated with the recommended action, as costs for the amendment will be funded with Federal Foster Parent Recruitment, Retention, and Support (FPRRS) or Youthful Offender Block Grant (YOBG) funds. Approval of the recommended action will allow Focus Forward to add an additional Social Worker to its staff to expand the re-entry services to youth released from the Juvenile Justice Campus to foster care and group homes.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, Focus Forward would not expand the re-entry services provided to youth in foster care and group homes.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action, or match requirement for the receipt of funds. Funding for the recommended actions will be provided through FPRRS funding allocated by the State of California Department of Social Services. FPRRS funding is scheduled to end on June 30, 2019, with the possibility of the funding being extended through next fiscal year. If FPRRS funds are not available, these services will be funded with YOBG funds. Focus Forward will be compensated a maximum of $87,083 annually for the additional services. Adequate appropriations and estimated revenue are available in Probation Org 3430 for FY 2018-19.
