RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Agreement with F-N-F Roll-Off Service, Inc. for 40-yard roll off bin rental services including delivery, pick up, and disposal of surplus green waste generated by Department of Public Works and Planning - Parks & Grounds, effective April 9, 2019, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $525,000.

REPORT

Approval of recommended action will authorize the Department of Public Works and Planning - Parks & Grounds to utilize F-N-F Roll Off Services, Inc. (FNF) for bin service in disposing of green waste generated by grounds maintenance.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action.  Roll off bins are the most economical way to remove green waste stockpiles and avoid a potential fire hazards.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The annual maximum compensation is $105,000 with a total of $525,000 to be paid over the five-year term. The recommended agreement will be funded with budgeted Net County Cost.  Sufficient appropriations and estimated revenues are included in the Department’s - Parks & Grounds Org 7910 FY 2018-19 Adopted Budget and will be included in future budget requests.

 

DISCUSSION:

 

The Department’s Parks & Grounds, including the Tree Crew, generate large volumes of green waste (i.e., wood chips, tree stumps, etc.).  Parks & Grounds staff composts when possible, and spreads the compost into the soil at various county parks using a disc implement or around the base of trees to retain moisture in the soil and suppress weeds.  However, the green waste is too voluminous, and requires removal of stockpiles and avoid a potential fire hazards. 

 

Parks & Grounds staff worked with the Internal Services Department - Purchasing Division to develop a scope of work for a bid solicitation for bin rental services.  On November 2, 2018, the County issued Request for Quotation (RFQ) No. 19-028 for 40-yard roll off bin rental, delivery and pick up services.  The submission deadline was December 4, 2018.  The County directly solicited five vendors, and two vendors submitted quotations timely - FNF and Green Valley Recycling. 

 

County staff, which included a Senior Staff Analyst, a Purchasing Technician, and the Purchasing Manager, reviewed the quotations. The costs included daily rental, weekly rental, delivery, pick up, disposal, overweight, delay charges, labor, and other charges.  FNF was identified as the lowest bidder, and selected to rent, deliver, pick up, and dispose of the green waste.
