SUBJECT:                     First Amendment to the Agreement with Tyler Technologies, Inc.

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute a First Amendment to Agreement No. A-18-005 with Tyler Technologies, Inc. for a cashiering system, effective upon execution with no change in term to January 9, 2022, and increasing the maximum by $71,371 to a total of $2,059,680.

REPORT

There is no increase of Net County Cost associated with the recommended action. Approval of the recommended action will increase the six-year maximum agreement amount to account for additional programming and hosting costs related to the distribution of maps, along with a small contingency fund in case additional professional services are required during the course of the agreement. This item is countywide.

ALTERNATIVE ACTION(S):

Should your Board not approve the recommended action, the Assessor - Recorder’s Office will be unable to resolve ongoing scope of work issues related to map distribution.  The system as it currently stands will still remain in place.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. Costs associated with the recommended amendment will increase the maximum agreement compensation amount by $71,371 to a total of $2,059,680. Sufficient appropriations and estimated revenues are included within the FY 2018-19 Assessor - Recorder’s Org 1048 Adopted Budget and will be included in future budget requests.

DISCUSSION:

The Fresno County Recorder is responsible for recording, maintaining, and preserving all official records and indices associated with land records, including deeds, liens, and maps, and all documents associated with vital statistics, including births, deaths, and marriages.

The original Agreement with Tyler Technologies, Inc. was designed to accomplish a replacement of a previous cashiering system that had limited functionality for the type and size of the County’s population.  Although that replacement has been accomplished, some functionality was lost.  This amendment is intended to accommodate the unforeseen additional professional services and hosting costs related to replacing that lost functionality.

The recommended action approves and authorizes an increase to the maximum agreement amount by $71,371 to accommodate these additional costs over the course of the initial five-year term and the optional one-year extension.
