CML 5942(285)

RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications and award Contract 18-10-C, North Avenue Shoulder Improvements to the low bidder, AJ Excavation, Inc., 9662 W. Kearney Blvd., Fresno, CA, in the amount of $924,227.
REPORT
Approval of the recommended action will authorize the award of a Federally funded Congestion Mitigation and Air Quality (CMAQ) project. There is no increase in Net County Cost associated with the recommended action. The anticipated maximum construction cost, based on the low bid and including an allowance for contingencies, is $982,938 ($924,227 contract plus $58,711 change order authorizations). The improvements are 72.84% Federally funded through the CMAQ Program, and Senate Bill 1: Road Maintenance and Rehabilitation (SB 1) revenues will be used to cover the County's share. Sufficient appropriations and estimated revenues are included in the Department's Road Org 4510 FY 2018-19 Adopted Budget.

DISCUSSION:

The purpose of the CMAQ Program is to fund transportation projects or programs that will contribute to attainment or maintenance of the National Ambient Air Quality Standards for ozone, carbon monoxide, and particulate matter.

The Project consists, in general, of adding approximately eight feet of new paved shoulder over aggregate base ...
