2.                     Adopt Budget Resolution increasing the FY 2018-19 appropriations and estimated revenues for the County Library Book Fund Org 7521 in the amount of $10,000 (4/5 vote).

REPORT

There is no Net County Cost associated with the recommended actions. The first recommended action is required to satisfy the reporting and approval requirements under Board of Supervisors Administrative Policy Number 30, for donations greater than $7,500 in value. Approval of the recommended actions will allow the Fresno County Public Library to accept the donation of $10,000 to support the Library’s Summer Challenge program from current National Basketball Association (NBA) player Robin Lopez. The donation will support the Library’s 2019 Summer Challenge and Lunch at the Library programs. The impact of the donation will be countywide.

ALTERNATIVE ACTION(S):

Your Board may choose to not accept the donation, which will result in not accepting $10,000 to support this year’s Summer Challenge and Lunch at the Library programs.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended actions. Approval of the second recommended action will increase the FY 2018-19 appropriations and estimated revenues for the County Library Book Fund Org 7521 in the amount of $10,000 to support the Summer Challenge programs.  Remaining funds that are not expended by June 30, 2019 will roll over into subsequent budget requests.

DISCUSSION:

Robin Lopez, who grew up in Fresno and graduated from San Joaquin Memorial High School, went on to play college basketball at Stanford University and eventually the NBA.  Robin comes from a family of readers, and wants to share that love of reading with others.  His great grandmother was a librarian.  His grandmother, Inky Ledford, was a teacher for many years, teaching in Fresno Unified School District.  Inky had a bedroom in her house that she converted into a library full of children’s books.  Growing up, Robin, his twin brother Brook, and their siblings would spend many hours in their grandmother’s home library reading.  With the love of reading entrenched in his heart, Robin has been an avid supporter of literacy.  He has supported reading programs wherever he can.

On July 10, 2018 your board approved a monetary donation from Robin Lopez in the amount of $8,000, along with a non-monetary gift of donated children’s books valued at $650, for a total value of $8,650 to the Library’s Summer Challenge.  This year’s monetary donation of $10,000 to support the Library’s Summer Challenge program is a further extension of Robin’s continued efforts to promote literacy.  The donation will provide funding for incentives and prizes that will be given away at the various Summer Challenge program events.

The Summer Challenge program offers enriching activities that will improve children’s literacy skills and prevent learning loss over the summer months. During the Summer Challenge programs, the Library will give away free books to those who participate in the Summer Challenge, with the intention of providing children books to call their own. The Summer Challenge program’s events and prizes are provided at all Library branches.

The Library received the donation check in the amount of $10,000 in March, 2019. Upon your Board’s approval of the recommended actions, the Library will accept the donation.
