RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Agreement with Poverello House for recidivism reduction services, effective July 1, 2019 through June 30, 2022, not to exceed three years, and a total of $150,000.

REPORT

There is no Net County Cost associated with the recommended actions, which will allocate $150,000 of Local Innovation Subaccount funds to Poverello House.  The Local Innovation Subaccount allocates ten percent of the money received during the fiscal year from the Trial Court Security, the Community Corrections, the District Attorney and Public Defender, and the Juvenile Justice Growth Special Accounts.  Your Board has the authority to spend these funds as it would any of the funds in these accounts for local needs.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, your Board may choose to re-bid the services provided with Local Innovation Subaccount funds; however, this may cause an interruption in services.   

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  Pursuant to Government Code Section 30029.07 (b), beginning in FY 2015-16, each county treasurer shall create a Local Innovation Subaccount and transfer 10 percent of the money received during the fiscal year from each of the following state Growth Special Accounts:  1) Trial Court Security, 2) Community Corrections, 3) District Attorney and Public Defender, and 4) Juvenile Justice.  The FY 2019-20 Growth funding for the Local Innovation Subaccount is recommended for distribution to Poverello House. 

 

Sufficient appropriations and revenue will be included in the FY 2019-20 budget request for Org 3438 Local Innovation Subaccount.

 

DISCUSSION:

 

Poverello House has provided recidivism reduction services to the County since July 2015, with the most recent amendment approved by your Board on December 11, 2018.  The current agreement for these services will expire on June 30, 2019.  On March 14, 2019, the County of Fresno, on behalf of the County Administrative Office, issued Request for Proposal (RFP) No. 19-055 for recidivism reduction services to vendors registered in Public Purchase.  The response period closed on April 11, 2019, and two vendors responded:  Poverello House and Focus Forward.

 

An evaluation panel composed of representatives from the Probation Department, the Department of Behavioral Health, and the Library evaluated each proposal based on the requirements of the RFP.   Each evaluator reviewed the proposals on their own merit, based on bidder-provided data, capability, and qualifications.  The evaluation panel narrowed their recommendations to Poverello House as the vendor to provide recidivism reduction services under the terms of the RFP.

 

The recommendation for award to Poverello House is based on: a complete and responsive bid that specifically addresses housing, transportation, and hands-on case management, with detailed information regarding services to rehabilitate the target population in the RFP.  The evaluators concluded that Poverello House would provide the services to the target population, adult males that would best benefit the County in meeting the RFP requirements.  Overall, the evaluators concluded that the proposal from Poverello House better met the RFP requirements than the proposal received from Focus Forward.

 

Government Code Section 30025 (f)(15) provides that, beginning in FY 2015-16, each county treasurer, city and county treasurer, or appropriate official shall transfer to the Local Innovation Subaccount ten percent of the monies received during a fiscal year from each of the following state Growth Special Accounts:  1) The Trial Court Security, 2) The Community Corrections, 3) The District Attorney and Public Defender, and 4) The Juvenile Justice.  The monies in the Local Innovation Subaccount are to be used to fund local needs.  Your Board has the authority to spend the money deposited in this account as it would any funds in the above-mentioned accounts.

 

If your Board approves the recommended action, Poverello House will utilize Local Innovation Subaccount funds to work with adult male offenders who have completed Poverello’s residential drug/alcohol treatment program, and are currently in their aftercare program.  Poverello House's programs are evidence based, e.g. utilizing Cognitive Behavioral Therapy and case management, integrated with 12-Step and other support groups.  Poverello House has implemented a Work-Out program that focuses on employment and community living (onsite housing).  The Work-Out program provides an expanded case management/employment phase that includes on-site transitional housing, assistance with employment, completion of court-mandated classes such as batterers intervention and Driving Under the Influence, assistance with driver's licenses, social security cards, health coverage, high school diploma/General Education Development (GED), and child support, to reduce barriers for successful reintegration into the community.
