SUBJECT: Workforce Innovation and Opportunity Act Mandated Partner Memorandum of Understanding -County of Fresno Department of Social Services

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Memorandum of Understanding (MOU) between the Fresno Regional Workforce Development Board (FRWDB) and the County of Fresno Department of Social Services for the provision of workforce development services, effective July 1, 2019 through June 30, 2022, total not to exceed $129,339.
REPORT
There is no additional Net County Cost associated with the recommended action, which will allow the FRWDB to operate the Fresno-based America's Jobs Centers of California (AJCC) in accordance with the Workforce Innovation and Opportunity Act (WIOA). The AJCC will provide workforce development services to residents of Fresno County. The agreement maximum for each contract year is $43,113. This item is countywide.

ALTERNATIVE ACTION(S):

There is no alternative action. If a Memorandum of Understanding is not executed and in effect with each mandated partner by July 1, 2019, Fresno County will be out of compliance with WIOA requirements and could lose funding for WIOA activities that benefit the residents of Fresno County.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The maximum amount of the Agreement ($129,339) will be offset with State and Federal Social Services funds ($110,898), County match comprised of 2011 Realignment ($11,910), 1991 Realignment ($5,861) and budgeted Net County Cost ($670) for the General Relief share. Sufficient appropriations and estimated revenues have been included in the FY 2019-20 Recommended Budget for the Department of Social Services, Organization 5610, and will be included in subsequent budget requests.
