SUBMITTED BY:                     Steven E. White, Director

                     Department of Public Works and Planning

SUBJECT:                     No Stopping signs on Dakota Avenue east of Cornelia Avenue

RECOMMENDED ACTION(S):

TITLE

Adopt Resolution authorizing No Stopping signs on the south side of Dakota Avenue east of Cornelia Avenue through 970 feet and direct the Director of the Department of Public Works and Planning to install said No Stopping signs.

REPORT

Approval of the recommended action will allow the installation of No Stopping signs at this location, which are appropriate due to a traffic engineering study.  The signs will improve traffic safety by reminding motorists that stopping on the road is prohibited, guiding traffic, and prohibiting motorists bringing a vehicle to a complete stop upon the road so as to impede or block the normal and reasonable movement of traffic, unless the stop is necessary for safe operation or in compliance with law.  This item pertains to a location in District 1.

ALTERNATIVE ACTION(S):

If the recommended action is not approved by your Board, the signs will not be installed on Dakota Avenue and traffic will continue to be obstructed or impeded.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action.  The estimated cost is $400 for materials and $100 for equipment and labor that will be performed by Department personnel.  Sufficient appropriations are included in the Department’s Roads Org 4510 FY 2018-19 Adopted Budget.

DISCUSSION:

Dakota Avenue is a county road in western Fresno County.  The north portion of the avenue is maintained by the City of Fresno, the south portion by the County of Fresno.  The surrounding area is rural residential in nature, with homes on at least two-acre sized lots. Dakota Avenue is an undivided two-lane road with centerline striping. Residents have reported motorists parking on the south side of Dakota Avenue, causing a visibility issue for residents driving out of their property.

Traffic studies performed by Department indicate that installation of No Stopping signs on the south side of Dakota Avenue from Cornelia Avenue to 970 feet east of Cornelia Avenue are necessary to remind motorists not to obstruct traffic, to guide traffic, and appropriate as such will improve traffic safety at this location.
