SUBJECT:                     Amendment I to Agreement 15-295 with State Center Community College District

 

RECOMMENDED ACTION(S):

TITLE

Approve and Authorize the Chairman to execute Amendment I to Agreement 15-295 with State Center Community College District for a modification to Exhibit B, Budget Summary, effective July 1, 2019, with no change to the compensation amount or term of July 1, 2015 through June 30, 2020 ($2,000,000). 

REPORT

Approval of the recommended action will allow State Center Community College District (SCCCD) to modify the Personnel and Employee Benefits section of the Budget Summary to reflect the actual expenditures to each budget category, with no increase to Net County Cost. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should the recommended action not be approved, SCCCD will have to adjust positions to match the current budget, which can negatively affect client services by decreasing class and counseling sessions.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The maximum compensation remains at $2,000,000, which is 100% offset using CalWORKs Single Allocation funds.  Sufficient appropriations and revenues are included within the FY 2019-20 Recommended Budget for the Department of Social Services Org 5610.

 

DISCUSSION:

 

On June 16, 2015, your Board approved Agreement A-15-295 with SCCCD for educational counseling and training services for California Work Opportunity and Responsibility to Kids (CalWORKs) clients at Fresno City College, Reedley College, and Clovis Community College Center. SCCCD develops short-term educational programs, assists students with developing their Student Education Plans and tracks their progress, while also linking students to appropriate ancillary services.

 

Over the past four years, SCCCD has worked with the Department to adhere to the budgeted personnel and employee costs, but changes to staffing and increased contributions to the California Public Employees’ Retirement System has made it necessary to request a budget modification for the final year of the Agreement.

 

Approval of the recommended action will authorize SCCCD to modify the personnel and employee benefits section of the Budget Summary to reflect actual salaries and benefits for each employee supported by the contract. This will allow SCCCD to keep the current classes and counseling sessions offered to students, which will allow for better outcomes for CalWORKs clients. If approved, the recommended amendment will be effective July 1, 2019 through June 30, 2020.
