SUBJECT: Agreement with Foster Assessment Center and Testing Service, Inc. for Assessment Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Foster Assessment Center and Testing Service, Inc., for specialized assessment services, effective July 1, 2019, not to exceed three consecutive years, which includes a one-year base contract and two optional one-year extensions, total not to exceed $840,525.
REPORT
Approval of the recommended action will allow Foster Assessment Center and Testing Service, Inc. (FACTS) to provide specialized assessment services for the Department of Social Services’ Welfare to Work (WTW) participants, with no increase in Net County Cost. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. If your Board does not approve the recommended action, the Department will be out of compliance with the Welfare and Institutions Code (WIC) 11325.4 which requires specialized assessments for WTW participants.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The maximum cost of the Agreement ($840,525) will be offset using CalWORKs Single Allocation funds. Each twelve-month contract term will not exceed $280,175. Sufficient appropriations and estimated revenues will be included in the FY 2019-20 Recommended Budget for the Department of Social Services Organization 5610, and will be included in subsequent budgets for the duration of the Agreement.
The County has a required Maintenance of Effort (MOE) of $4,022,882 for FY 2019-20 for the CalWORKs program. Once the MOE has been met, all expenses over that amount will be 100% funded with State and Federal dollars up to the amount of the annual CalWORKs Single Allocation. Social Services Realignment funds will be used to meet the CalWORKs MOE.
DISCUSSION:
A Request for Proposal (RFP) No. 19-057 to provide Specialized Assessment Services was issued on March 14, 2019 and closed with the receipt of one bid from FACTS. The qualifying proposal was evaluated by a review panel, which included County Purchasing and the Department. Having met the requirements of the solicitation, the FACTS’ proposal was recommended for funding.
The services requested are in accordance with the WIC Division 9, Part 3, Chapter 2, Article 3.2, section 11325.4, which requires the Department to provide specialized assessments for participants to develop a WTW plan.
FACTS will annually assess up to 300 WTW participants for limited English proficiency (language barriers), learning assessment screening (learning disabilities), and independent assessments (psychological, physical, emotional, skill tests, and vocational interest tests) at a Commission on Accreditation of Rehabilitation Facilities (CARF) accredited work evaluation center.
If approved, the recommended Agreement will be effective for a one year base term commencing July 1, 2019, and may be extended for two additional twelve-month periods upon satisfactory vendor performance through June 30, 2022. The recommended Agreement may be terminated through written notice of non-renewal by the vendor, the Department’s Director, or designee no later than thirty (30) days prior to the close of the Agreement term.
