SUBJECT: Memorandum of Understanding with Clovis Unified School District for the coordination of mental health services to underserved and unserved children, youth, and their families.
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Memorandum of Understanding with Clovis Unified School District for the coordination of mental health services at school sites, effective upon execution, not to exceed four consecutive years, which includes a two-year base contract and two optional one-year extensions ($0).
REPORT
Approval of the recommended action allows for the provision of comprehensive mental health treatment services to underserved and unserved children, youth, and their families at school sites.
ALTERNATIVE ACTION(S):
There are no alternative actions. Should the recommended action not be approved, there will be no mental health service provision to children, youth, and their families at school sites within Clovis Unified School District.
FISCAL IMPACT:
There is no increase in Net County Cost or County match associated with the recommended action. The recommended Memorandum of Understanding allows for mental health services to be performed at school sites without payment of any monetary compensation by either County or Clovis Unified School District.
DISCUSSION:
The coordination of services to underserved and unserved children and youth at school sites was initiated in January 2008 with the approval of expansion and enhancement of Mental Health Services Act (MHSA) Community Services and Supports for comprehensive mental health treatment services approved by the State Department of Health Care Services.
The recommended agreement allows the Department of Behavioral Health to provide mental health treatment services at school sites throughout Clovis Unified School District, for through high school. Services are provided by the Department’s school-based clinical teams and include comprehensive mental health treatment for individuals, groups, and families; collateral services; and case management services. Clovis Unified School District will provide adequate office space for appropriate service provision that ensures confidentiality, promotes the safety and well-being of children and youth receiving services, and is free of disruption. Referrals and scheduled appointments will be coordinated between the Department’s on-site clinician and the designated school site coordinator. Services are on a voluntary basis and can be refused by the child’s or youth’s parent/guardian.
The recommended agreement is a four (4) year term and can be terminated by the County, Department of Behavioral Health Director and/or designee, or Clovis Unified School District, given a sixty (60) day advance written notice of intent to terminate. Clovis Unified School District is self-insured. Upon approval by your Board, the recommended action will be effective upon execution.
