SUBJECT:                     Agreement with Regents of the University of California on behalf of the University of California, San Francisco (UCSF) for Longitudinal Integrated Fresno Experience (LIFE) Clinical Learning Experiences

 

RECOMMENDED ACTION:

TITLE

Approve and authorize the Chairman to execute a retroactive Agreement with Regents of the University of California on behalf of the University of California, San Francisco (UCSF) for the provision of clinical learning experiences as part of the Longitudinal Integrated Fresno Experience (LIFE) program, effective August 1, 2018 through June 30, 2023 ($0).

REPORT

Approval of the recommended action will provide for UCSF to conduct the Longitudinal Integrated Fresno Experience (LIFE) program, which is an integrated clerkship designed to address the core competencies for Family and Community Medicine, Internal Medicine, Neurology, and Psychiatry made available to UCSF third year medical students in order to obtain clinical learning experiences.

 

ALTERNATIVE ACTION:

 

There is no viable alternative action. Should your Board not approve the recommended action, UCSF medical students in the LIFE program will not obtain necessary clinical learning experiences. Additionally, the County will not benefit from the opportunity to engage students that may return as future employees.

 

RETROACTIVE AGREEMENT:

 

The recommended agreement is retroactive to August 1, 2018. Delays occurred due to contract negotiations taking longer than expected. 

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action, as there is no exchange of funds.

 

DISCUSSION:

 

The UCSF LIFE program is designed to provide medical students with educational experiences that adapt to the changing healthcare delivery systems, underserved populations, evolving health information systems, and increase focus on patient-centered illness models. The overarching goals of the program are to expose students to the unique blend of rural and urban underserved patient population that exists in the Central Valley. The students will be expected to gain an appreciation of the socioeconomic diversity of the area and the impact this can have on health care delivery. Finally, additional experiences will be offered in Wilderness medicine, homeless shelters, and other unique opportunities available in the community.

 

The opportunity to provide clinical and field experience to students participating in the UCSF LIFE program enhances services for Fresno County clients, as well as provides the students with the awareness of the challenges and rewards of working with clients. The County benefits from this recommended agreement as it provides a training opportunity for potential future employees, as well as a testing ground for the County to identify talent and recruit qualified employees after graduation.

 

With your Board’s approval, the recommended agreement will be effective August 1, 2018 through June 30, 2023. The recommended agreement contains language which includes the provision to allow the DBH Director, or designee, to terminate without cause with 60 days advance written notice.

 

OTHER REVIEWING AGENCIES:

 

The Behavioral Health Board was informed of the recommended agreement at its October 17, 2018 meeting.
