RECOMMENDED ACTION(S):

TITLE

1.                     Make a finding that it is in the best interest of the County to waive the competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances for the solicitation of Americans with Disabilities Act surveying software; and

2.                     Approve and authorize the Chairman to execute an Agreement with BlueDAG LLC. for Americans with Disabilities Act surveying software, effective July 9, 2019, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $370,000.

REPORT

Approval of the recommended actions will allow for the use of BlueDAG software to assess facilities, roads and right-of-ways, sidewalks, parking garages and lots, and trails to generate a comprehensive plan to address potential access issues. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

The County could utilize existing staff to perform these services; however, the cost in required staff time to prepare the same results would be prohibitive.

 

SUSPENSION OF COMPETITION/SOLE SOURCE CONTRACT:

 

The Department of Internal Services request to waive the competitive bidding process is consistent with Administrative Policy No. 34 as the BlueDAG system has more robust tools for facility evaluation, especially in terms of dynamic GPS tagging, than other available systems. In addition, the BlueDag system exists as a standalone solution whereas other systems lack the dynamic suite of tools and/or include expensive additional functionality not required for the intended project.  The Internal Services Department - Purchasing concurs with the Department’s request to suspend the competitive bidding process.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions.  Costs associated with this agreement will not exceed $370,000 for the total possible 5-year term of this agreement.  These costs include $72,000 for software licensing and hosting for each year of the total possible 5-year term and an additional $10,000 allocated for optional support and training services that may be used throughout the entire possible 5-year term of the agreement.  Sufficient appropriations and estimated revenues for the FY 2019-20 costs associated with this agreement are included in the ISD Information Technology Services Org 8905 FY 2019-20 Recommended Budget. All costs associated with this agreement will be recovered through charges to user departments.  Ongoing costs for the remaining term of the agreement will be included in future budget requests.

 

DISCUSSION:

 

The County of Fresno, led by staff from Public Works & Planning, is beginning the process of completing a comprehensive evaluation of all County owned, leased, or operated facilities and roads and right-of-ways.  In exploring options to accomplish the evaluation, staff will require tools and assistance to effectively perform these evaluations. 

 

The BlueDAG software will allow County staff to perform guided evaluations and incorporate on-the-ground information with dynamic GPS data to create full profiles of each area of access.  This data can then be translated into a comprehensive plan to address any access issues in a meaningful and directed manner.  Without the BlueDAG software, staff would need to develop manual evaluation tools, and determine which of the evaluation tools to use, assess each component, and then manually compile the data into a database from which a plan would have to be manually generated.  BlueDAG incorporates dynamic evaluation tools that will help guide staff through correct evaluations.  This software should also reduce the need to return to the assessed site for secondary evaluations to address missed data during the initial evaluation. As the data is gathered, County staff will be able to generate actionable plans to address any potential access issues in the County. 

 

Approval of the recommended actions will allow the County to effectively create and implement a plan to address access issues within the County.
