SUBJECT: Retroactive Edward Byrne Justice Assistance Grant Program Application

RECOMMENDED ACTION(S):
TITLE
Retroactively authorize the Chief Probation Officer's previous submittal of a grant application to the California Board of State and Community Corrections (BSCC) for the Edward Byrne Justice Assistance Grant (JAG) Program ($3,136,875).
REPORT
There is no increase in Net County Cost associated with the recommended action. A competitive funding opportunity was offered by BSCC on December 6, 2018. Eligibility for these funds is limited to California's 58 counties. Each county can submit only one application; therefore, the Probation Department is the lead agency for the County of Fresno. The Probation Department seeks to develop reentry case management and supportive services for individuals committed to Fresno County Jail for at least sixty days, male or female, 18-30 years of age, affiliated or previously affiliated with a gang, and with a medium to high risk to reoffend. The goal is to reduce gang activity after release from custody and increase public safety. To meet the grant filing deadline of April 25, 2019, the County's proposal was submitted contingent upon your Board's approval. This item is countywide.

ALTERNATIVE ACTION(S):

If the recommended action is not taken, the submitted grant application will be withdrawn from consideration for funding.

FISCAL IMPACT:

There is no additional Net County Cost associated with the recommended action. If awarded, this grant will provide $1,045,625 each year for three years, and will fund contracted reentry case management and supportive services to facilitate successful reentry into the community for the targeted population both pre and post-release from custody.
