RECOMMENDED ACTION(S):

TITLE

Reject all bids for Contract No. 18-11-C, Fresno County Wildlife Conservation Board - Shaver Lake Marina ADA Improvements and Observation Deck Construction.

REPORT

Approval of the recommended action would reject all bids received for the proposed Fresno County Wildlife Conservation Board Shaver Lake Marina ADA Improvements and Observation Deck Construction Project (Project). The two bids received exceeded the maximum available funding, and the construction of the improvements will not be able to proceed.  Due to the good faith effort by the Department of Public Works and Planning to complete the grant terms, the Wildlife Conservation Board will not attempt to recover any portion of the expended grant funds.  This item pertains to a location in District 5.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action, as the grant does not have sufficient funds to construct the improvements, based on the lowest responsive bid. 

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. All incurred costs associated with the Project were funded through a Wildlife Conservation Board Grant of up to $409,000; $239,775 was expended in 2018, leaving a balance of $169,225 available for the Project.  Prior departmental costs associated with the Project were covered with grant funding that was budgeted in the Department’s Parks and Grounds Org 7910 in FY 2018-19.

 

DISCUSSION:

 

Funding for improvements to the Shaver Lake marina, observation deck, and boat launch was made available through a Wildlife Conservation Board Grant.  The boat launch improvements were constructed in 2018 under Contract 17-20-C, Fresno County Wildlife Conservation Board - Shaver Lake Boat Ramp Extension and Observation Decks.  Contract 17-20-C was awarded and administered by the Shaver Lake Civic League, in accordance with Agreement No. 16-443.  However, there were insufficient funds at the time to proceed with construction of the other improvements; therefore, modifications were made to reduce the cost of improvements.

 

 

 

In general, the planned work for the Project consists of demolition, clearing, and grubbing of necessary items for the construction of ADA compliant concrete parking stalls, walkways, ramps, stairs, and concrete retaining walls and railings for an observation deck.

 

The Department advertised the Project on March 26, 2019, and received two bids on May 9, 2019, the Bid Opening Date. The lowest bid, in the amount of $183,517, was $14,763, or 8.75% higher than the estimate of $168,754.

Department staff have been in contact with CDF&W Wildlife Conservation Board staff, who have indicated that they will consider the efforts and expenses made by the Department to be a good faith effort to complete the grant terms, and will not attempt to recover any portion of the expended grant funds.
